Regional Operations | Regional Operations | Detention Operations | Detention Management and Planning

 

Detention Operations Branch is responsible for the operational management of Australia's onshore immigration detention network (IDN), comprising of immigration detention facilities and alternative places of detention across mainland Australia and Christmas Island.

 

The Detention Management and Planning Section (DMP) supports the IDN through a number of key lines of effort, which include:

  • Ensuring the appropriate placement of detainees across the IDN, utilising a risk-based, intelligence-led approach to detainee placement
  • Leading operational and strategic planning as it relates to the IDN
  • Maintaining contemporary picture of high profile detainees, including gang and organised crime members
  • Collaborating with partner agencies to leverage information-sharing arrangements, intelligence and enforcement capabilities, and provide capability uplift, and
  • Providing real-time reporting, operational coordination and situational awareness for the IDN.

 

DMP comprises four teams:

  • National Detention Placements
  • Detention Security
  • Detention Planning, and
  • Detention National Coordination Unit (DNCU).

 

Located in the Australian Border Operations Centre (ABOC), DNCU are the detention representative, coordinating cross command operational activity, providing real time reporting, incident response and de-confliction for the IDN and Senior Executive.

 

DNCU works seven days a week, from 0600-2200hrs, with an on call function providing 24/7 support and coverage.

Duties and responsibilities

 

The role of an ABF Supervisor within DNCU includes:

  • Building and sustaining collaborative relationships across a network of internal and external stakeholders
  • Representing the Command at various forums
  • Supporting immigration detention intelligence functions
  • Delivering effective operational support to both internal and external stakeholders during high profile and politically sensitive matters with far reaching implications for the IDN
  • Incident response and coordination that may include the stand up of Incident Command Centres (ICC), participation in multi-stakeholder syncs and coordinating and managing operational responses to issues affecting the IDN
  • Providing effective out-of-hours support to critical functions, including significant and sensitive incident reporting and required notifications to external agencies
  • Supporting operational planning and delivery as required
  • Facilitating a high level of situational awareness for the Command
  • Gleaning information from relevant departmental systems
  • Proactive stakeholder engagement
  • Maintaining contemporary knowledge of safety, security and good order-related issues impacting the IDN including but not limited to incidents, events, operations and capacity
  • Reviewing the ABOC handover brief, Daily Australian Border Situation Update (DABSU) to identify issues relevant to the Command and action as necessary
  • Representing the Command at the daily ABOC watch floor briefings
  • Monitoring the DNCU mailbox and triaging and actioning as required
  • Preparing quality, accurate and timely daily reports for the ABF Senior Executive
  • Preparation of Hot Issue Briefs (HIB), Event Reports (EVREP) and/or Situation Reports (SITREP) to provide timely, accurate and detailed reporting to executive and stakeholders.

 

Additional information

 

Designated positions within Detention Operations require the occupant to meet all Border Force Officer essential qualifications. If successful for one of these positions, you will be required to:

  • Be operationally ready (by meeting and sustaining the medical, fitness and psychometric requirements necessary for a role)
  • Be sworn (through subscribing the ABF oath or affirmation)
  • Be uniformed (unless their position requires them to wear business attire)
  • Maintain essential and role-specific qualifications such as technical qualifications
  • Actively participate in career management (ABF postings and deployments)
  • Be able to be deployed at short notice across a range of operational domains, including inter and intrastate travel
  • Position to fill within DNCU is subject to shift work.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
