The Enforcement & Immigration Compliance Operational Policy Section supports lawful operational enforcement activity through guidance and subject matter expertise in relation to employer compliance, field operations, investigations, sponsor monitoring and removals by:
- Maintaining strategic oversight of the operational policy which underpins the employer compliance, field operations, investigations, sponsor monitoring and removals enforcement functions to ensure it remains current and reflects the legal and operating environment
- Managing Policy and Procedure Control Framework (PPCF) documents (Procedural Instructions (PIs), Standard Operating Procedures (SOPs) and Supporting Material (SMs)), and non PPCF documents, scheduled reviews required under the PPCF or reviews triggered by changing operational requirements, court decisions, legislative and policy changes, internal and external review findings and recommendations
- Monitoring the investigations helpdesks and troubleshooting complex issues
- Reviewing and commenting on Ministerial submissions, project proposals, new/changing legislation/policy/process/training proposals which impact our areas of responsibility
- Implementing assigned recommendations of external and internal scrutiny bodies
- Identifying opportunities to streamline and improve processes to support best practice.

Our ideal candidate
- Proven written and verbal communication skills
- Proven stakeholder engagement and negotiation skills
- Skills, experience and interest in procedural development and policy advice, working in a statutory environment, operational support and/or compliance monitoring are desirable
- Proven ability to interpret and operationalise legislation and legal advice is desirable.
Duties and responsibilities
- Identify and develop operational policy solutions based on research and evidence, ensuring they meet legislative and regulatory arrangements and are operationally feasible. This includes determining appropriate policy development methodology to guide consultation and document development
- Provide input into a wide range of policies and initiatives that are relevant to enforcement functions
- Support national consistency and employ best practice through effective management of PIs, SOPs and SMs
- Effectively manage competing priorities and strategic directions when undertaking team planning and achieving project outcomes
- Engage and collaborate with key stakeholders to identify opportunities, negotiate an agreed position, achieve outcomes and facilitate cooperation.

The EL1 Policy Officers will work under the broad direction of the Superintendent and are required to undertake work that is very complex or sensitive in nature and exercise a considerable degree of independence in a leadership role. They will be required to develop complex operational policies, which are aligned to Government and Department strategic priorities. They will also undertake complex research and analysis to provide evidence-based advice. They will prepare highly complex briefing, correspondence and documentation and maintain accurate records of discussions and decisions.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
