DC National Operations | National Operations | Aboc/Commander | Australian Border Operations Centre

 

The Australian Border Operations Centre (ABOC) is a centralised and unified operations centre, responsible for providing a single source of truth on ABF operations. The ABOC is the central point of contact for partner agencies engaging with the ABF. The ABOC unifies operational capabilities of the Department of Home Affairs and the ABF into the planning, executing, coordinating and managing national ABF activities and operations across the entire border continuum.

 

Shift Role - The Border Operations Centre (BOC) operates a 24/7 capability and supports Australia's layered system of screening procedures, providing a range of services to external and internal clients in relation to the movement of people to and from Australia. The BOC actively contributes to the ABF, Department of Home Affairs and whole of Government initiatives to manage the risk of criminal exploitation of the visa programme, foreign fighters and people smuggling. The BOC also works with key internal and external stakeholders to maintain a capability to support a Government response to a range of incidents and major events with a focus on the movement of travellers across Australia's borders.

 

Non-Shift Role - Pre-Border Travel Operations (PBTO) contributes to the ABF's intelligence-led, risk-based approach to protecting the Australian community by accessing data and information earlier in the traveller pathway. This enables the ABF to address threats and risks ahead of the border; deliver more precise interventions at the border; and facilitate the more economic and efficient movement of people at the Border. PBTO is the central coordination point for all aviation and maritime arrivals planning, ensuring that the ABF remains interconnected through the whole of Government planning and approval of aircraft, maritime vessel movements and the Central Movement Alert List (CMAL). It manages the information aspects of pre-border traveller movement through the CMAL function, Crew Travel Authority registration and APP Reporting Infringements.

Duties and responsibilities

 

This process will be used to fill current Border Force Leading Border Force Officer vacancies in the BOC 24/7 capabilities, and non-shift PBTO roles, and to establish a merit pool to fill any potential vacancies over the coming 18 months.

 

The Leading Border Force Officer will be part of a team responsible for the delivery of operational objectives through the coordination, prioritisation and delivery of activities and response actions nationally, consistent with the ABF's operational priorities. The Leading Border Force Officer will need to think innovatively, take appropriate level of responsibility for outcomes, approach tasks with a positive attitude, lead by example, respect and connect with others and deliver results.

 

Specific duties/responsibilities:

  • Work collaboratively to build and sustain effective relationships with key internal and external stakeholders to maintain a capability to support a Government response to a range of incidents and major events
  • For Shift roles - Work a 24/7 work roster with a four-days-on, four-days-off work pattern including overnight shifts
  • Actively contribute to a positive work culture and support changing circumstances and organisational focus
  • Demonstrate the ability to acquire and maintain an understanding of the Migration and Citizenship legislation and an ability to further research to enable appropriate decisions, working knowledge of Australia's border entry requirements, policies and procedural instructions and how they impact on decisions across the border continuum
  • Ability to display high level of technical acumen, demonstrating an aptitude for problem solving, analysis and ability to implement alternative courses of action
  • Demonstrate strong personal drive, initiative and enthusiasm
  • Ability to prioritise workload to achieve a positive outcome within a short timeframe. High level of attention to detail and a high degree of accuracy including applying appropriate grammar in written communication
  • Ability to interpret and apply legislation to make decisions in situations involving a degree of ambiguity or uncertainty
  • Proactively engage with broader ABF, stakeholders, industry and Government to clarify data and produce timely reporting
  • Work independently or under limited guidance in relation to their area of expertise
  • Exercise judgement to make decisions governed by the application of rules, regulations, best practice principles or the agency's operating instructions and procedures, under the support and general direction of a higher classification level
  • Ability to maintain situational awareness of all correspondence and ensure the Operation Commander (OPCOMD) is briefed on all key elements, critical incidents and outstanding tasks
  • Undertake procedural, clerical, administrative support or operational tasks
  • Analyse, assess and respond to correspondence, completing procedural, clerical, administrative support or operational tasks when required.

 

Additional information

 

  • BOC are shift positions and are 100% work from work roles due to the nature and classification of the work undertaken.
  • PBTO non-shift positions are predominantly office-based and are in place to provide vital functions to ensure the ongoing operational success of the department.

 

Mandatory:

  • Ability to obtain and maintain an Australian Government Negative Vetting Level 1 clearance
  • Some positions within the Australian Border Force require the occupant to meet Border Force Officer essential qualifications
  • If successful for one of these positions, candidates are required to:
    • Attain and maintain relevant medical, fitness and psychometric standards
    • Swear an oath or make an affirmation
    • Actively participate in career management (postings and deployments)
    • Be uniformed.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
