Regional Operations | Onshore Detention | Detention Contracts Management Unit | Onshore Health Contracts/ Onshore Detention Contracts

 

The Detention Contracts Management Unit (DCMU) plays a critical role for the Australian Government in supporting Immigration Detention through strategic governance and contract management of commercial onshore service providers. This includes professionally administering two main contracts, the Immigration Detention Facilities and Detainee Services Contract and the Immigration Detention Health Services Contract. The primary objective is to maintain the welfare of detainees, while continuously improving the effectiveness and efficiency of services provided under the contract/s.

DCMU is responsible for maintaining productive relationships, while providing guidance and advice to operational staff, service delivery providers and external scrutiny bodies to meet contract administration requirements, exercise evidenced based decision making and enable value for money outcomes for the Department.

Duties and responsibilities

 

The specific duties of an APS6 Supervisor (Assistant Contract Management Officer) may (depending on their specific role) include, but are not limited to:

  • Monitor service provider performance for compliance against contract provisions, including contract deliverables, service level agreements and financial management
  • Analyse and reconcile monthly service level reporting within the contract performance management framework
  • Interpret contract provisions and provide contract advice to clients
  • Analyse contract issues and provide assistance to the Contract Manager
  • Responsible for secretariat and governance functions for various contracts
  • Providing flexible and responsive support to the Contract Manager (EL2) and the Contract Management Officer (EL1) as required
  • The role may include supervision of staff and other administration duties as directed.

 

Additional information

 

The Assistant Contract Manager (APS6) is an experienced officer who will be responsible for providing contract administration and Contractual support to the Contract Management Officer (EL1) by utilising skills such as:

  • Strong attention to detail, writing skills and organisation and prioritisation skills 
  • Confidently present messages in a clear, concise manner
  • Sound communication skills and rational analytical skills
  • Strong time management to ensure compliance timelines and targets are achieved
  • Act professionally at all times and operates within the boundaries of organisational processes and legal constraints
  • Knowledge of the Australian Government financial framework and financial reporting requirements or ability to acquire
  • Understands and supports the work environment and contributes to the development of plans, strategies and team goals
  • Identifies problems and works independently and as a team to resolve them
  • Competency in a range of professional skills including relevant experience in procurement, contract management, and/or stakeholder management whilst working under limited direction
  • Works collaboratively and operates as an effective team member
  • Competency in Microsoft Word and Excel
  • A minimum of Certificate IV in Procurement and Contracting or equivalent on commencement or shortly thereafter.
