Cyber & Infrastructure Security | Cyber & Infra Security Centre | Critical Infra Reg Ops & Analysis | Critical Infrastructure Security Audit Section

 

The Cyber and Infrastructure Security Centre (the CISC) within the Department of Home Affairs is responsible for delivering a best practice regulatory function that works in partnership with governments, industry and the broader community to ensure the protection of Australia’s critical infrastructure. The CISC focuses on the complex and evolving national security risks across all facets of Australia’s critical infrastructure, and works to uplift security and resilience across 11 critical infrastructure sectors. Cyber, trusted insider, supply chain and physical attacks demonstrate the ongoing threat to the secure and effective performance of critical infrastructure around the globe.
 

The Critical Infrastructure Regulatory Operations and Analysis Branch leads the development and implementation of a risk-based regulatory framework that will deliver on the Government's multi-layered approach to securing Australia's critical infrastructure and Systems of National Significance. The Branch also provides the digital backbone for the Cyber and Infrastructure Security Centre through data, systems and analytics.


The Critical Infrastructure Security Audit Section is responsible for managing compliance audit activities for the Security of Critical Infrastructure Act 2018 (SOCI Act). The Section undertakes a rolling program of audits and related activities to test industry compliance with SOCI Act obligations.

Duties and responsibilities


As a Compliance and Audit officer, you will be part of a new team providing assurance to the Government that regulated entities who are responsible for the security of critical infrastructure in Australia are meeting their obligations under the SOCI Act. The Compliance and Audit officer will also:

  • Plan, schedule and undertake compliance activities including audits to investigate non-compliance with SOCI Act legislation and regulations
  • Understand and comply with the SOCI Act Audit Framework processes and procedures and ensure procedural fairness and natural justice is satisfied regarding audit and compliance activities
  • Assist in ensuring procedures, policies, legislation and regulations are correctly followed and complied with
  • Investigate non-compliance with legislation and regulations, collect and record evidence that may be used in future enforcement activity.
  • Enter and quality assure all relevant compliance and enforcement information into the regulatory management system
  • Identify best practice, innovations and solutions to overcoming barriers when resolving an industry participant’s non-compliance
  • Support the identification of best practices, capability and provide training opportunities to upskill staff
  • Support assurance activities including review of existing regulatory processes, methods and contribute to solutions to meet business needs
  • Undertake work activities with an awareness of their possible impact on strategic, sensitive or operational outcomes for the agency/program
  • Assess an industry participants’ response to security vulnerabilities in the context of engaging in the resolution of any significant risks or non-compliance with legislation
  • Assist in project delivery, budgeting, reporting and contract activities.

There are several positions that are currently vacant in the Critical Infrastructure Security Audit Section. In addition, we are also seeking to build a merit list for future vacancies expected to become available in the near future across the branch as compliance activities expand in response to recent government funding decisions. The positions range across the existing and new sections of the branch conducting a variety of different functions, including auditing and compliance, data modelling and analysis, project management, system support, and communications and engagement. These roles offer an opportunity to support the ongoing regulatory operation and compliance activities of the Branch.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
