Branch Overview

 

Marine Deployments and Support Branch deploys sea-going marine Border Force Officers to Australian Border Force Cutters (ABFC), other associated assets assigned for ABF operations and Australian Defence Vessel (ADV) Ocean Protector (OP) where they undertake a range of border enforcement activities throughout the Australian Exclusive Economic Zone (EEZ). This includes offshore maritime patrols and response, surveillance and deterrence activities that support civil maritime security operations and respond to identified Maritime Security Threats (MSTs) including:

  • Illegal Maritime Arrivals (IMAs)
  • Maritime Terrorism
  • Piracy, Robbery and Violence at Sea
  • Prohibited Imports and Exports
  • Exploitation of Natural Resources
  • Illegal activity in Protected Areas
  • Marine Pollution
  • Compromise to Bio-security.

 

ABFC crew perform varied duties, which include boarding operations, bridge and engine room watch keeping, deck and engine room tasks and maintenance, meal preparation and vessel cleaning tasks. Officers maintain a capability to allow for re deployment within the fleet or general duties within ABF.

 

Position Summary

 

Deputy Engineering Officer (DENG) Bay/Thaiyak performs the role of First Engineer on board an ABF vessel, including having responsibilities for the vessel's machinery in the case of incapacity of the Engineering officer, holding qualifications in accordance with the ABF Vessel Management Plan (VMP).

Marine Deployments and Support Branch are seeking applications from professionals who can respond positively to a challenging and high-pressure environment. The programme of the Branch is high profile, with added sensitivity due to the armed nature of the workforce, demanding a high level of training and qualifications as well as liaison with other agencies and ABF Commands.

The work you will undertake entails spending substantial time away from home for extended periods usually up to 22 days (Bay Class) and 28 days (Thaiyak) on a Fly In Fly Out roster. A tactical extension may increase deployment days.

 

The DENG Bay/Thaiyak must also manage and be responsive to a range of requirements, including:

  • Be able to perform duties in the maritime environment including lengthy deployments on unstable platforms in uncertain and variable weather and sea conditions
  • Compatible with sharing facilities, when living within the close constraints of a vessel for an extended period of time
  • Be able to deploy for at least 22 days (Bay Class) and 28 days (Thaiyak), a tactical extension may increase deployment days, restricting a return to port or home.
  • Demonstrate flexibility and initiative in response to allocated work, including assisting in the completion of work outside of assigned responsibilities.

 

Deployment to vessels reflects the operational priorities of the ABF and rostering as determined by the relevant policies and procedures. Officers are expected to be flexible and agile in responding to rostering and deployment by the ABF.

Depending on operational requirements and the circumstances of candidates, the Marine Unit permits domiciling in Brisbane, Sydney, Canberra, Melbourne, Adelaide, Perth and Darwin.

Specific Duties / Responsibilities

 

  • Conduct all duties with the highest standards of integrity, professionalism and leadership
  • Assist the Chief Engineer (CENG) Bay/Thaiyak in the safe and efficient operation and maintenance of the vessel's machinery and systems as required
  • Provide the CENG with a high level of assistance through the conduct of on board maintenance and administration of marine technical matters
  • Take over as the CENG, and all the responsibilities associated with that position, in the event of the Officer's incapacitation
  • Assist the CENG to provide on board training, development and mentoring of Junior Engineers
  • Produce the vessel's deck and engineering non-routine, manage and implement the engineering maintenance plan
  • Manage the ABF Vessel's technical administration, including, the Ships Oil Analysis Program (SOAP), Maintenance Control Records (MCR), Technical Directives (TD) and Technical Acquaints (TA) under the guidance of the CENG
  • Assist the CENG in the operation of the system for scheduling and recording planned and corrective maintenance
  • Assist the CENG to manage Engineering 'on call' arrangements
  • Create Maintenance Control Records by using the Computerised Maintenance Management Systems (CMMS)
  • Supervise the performance of non-routine maintenance or major repairs by contractors on the vessels
  • Provide diagnosis and analysis support to the CENG and Commanding Officer (CO) Bay/Thaiyak providing solutions to all technical problems
  • Conduct breakdown/damage repairs
  • Manage the operational capability of the tenders
  • Embark all fuels lubricants and water and assist in their on board management
  • Manage the on board spares system
  • Assist in providing on-site support, when required, to assist in the coordination of maintenance, warranty and survey tasks
  • Prepare vessel and participate in Marine Operational Compliance assessments undertaken by Maritime Operation Capability Officers
  • Interpret and apply Work Health and Safety and other relevant maritime industry legislation including Navigation Act and regulations, State Marine acts, Local Port regulations, Commonwealth and State OH&S Acts and regulations as the provisions apply to an ABF Vessel
  • Apply relevant legislation, policy and guidelines
  • Work closely with the CENG to assist the development of new Instructions and Guidelines (I&Gs), Standard Operating Procedures (SOPs) and Emergency Procedures
  • Perform Support Party Leader duties during emergencies and drills
  • Perform general duties including food preparation and domestic hygiene duties as required
  • As part of your daily activities you are responsible for creating complete and accurate records in accordance with the Recordkeeping Practice Statement and Instruction and Guidelines.

 

 

Mandatory Qualifications

 

  • Marine Engine Driver 1 (MED1) or higher (plus 12 months sea service on Bay Class, Thaiyak or equivalent). Please note: we will require an AMSA approved letter of sea service or minimum sea service letter from company on a company letter head with contact person.

 

Highly Desirable Qualifications

 

  • Engineer Class 3 or higher
  • Certificate of Safety Training (COST)

Mandatory Role Requirements

 

Must be able to obtain and maintain the following:

  • Certificate of Safety Training (COST)
  • AMSA Certificate of Medical Fitness for sea duty in accordance with Marine Orders Part 76 (Health Medical Fitness) and adhering to the guidelines for Medical Inspectors of Seamen as set out by AMSA
  • Ability to undertake and successfully complete (without restriction) the Australian Border Force (ABF) Operational Readiness Assessment (ORA); which includes the Basic Fitness Assessment (BFA) + swim as well as pass a non UoF psychometric assessment 
  • Successful completion of the DENG Bay/Thaiyak task book and endorsement AND Technical Authority (TA) and undertake vessel specific training and endorsement as required
  • The following First Aid Courses: HLTAID009 Provide Cardiopulmonary Resuscitation (CPR) HLTAID011 Provide First Aid 
  • Advanced Fire Fighting training as approved by AMSA
  • Breathing Apparatus
  • Ability to gain and maintain a Restricted Electrical license
  • Obtain and maintain a security clearance of Baseline level and an Employment Suitability Clearance (ESC)
  • Ability to obtain an Official Passport
  • Successfully complete Marine Induction Training
  • Swear an oath or make an affirmation
  • Be uniformed

Other Information

 

These positions are seagoing positions and as such living space is limited with shared cabins and communal ablutions for crew. There may be limited internet access and phone connectivity for extended periods of time. The ABF Cutters operate in remote areas and there is limited opportunity to be transferred ashore during deployment.

 

Employment is subject to the ABF Posting Program Principles and is subject to postings consistent with that framework. Whilst employed as a sea-going Officer your conditions of service will be commensurate as specified in the Department of Home Affairs Enterprise Agreement 2024-27.

 

This is a designated ABF position. You will be a sworn officer subject to the ABF Postings Program Policy and the Uniform and Appearance Standards Procedural Instruction. Officers are subject to employment conditions as specified in the Department of Home Affairs Enterprise Agreement 2024-27.

 

Although every effort will be made to maintain a scheduled roster, occasionally due to operational requirements your roster patterns may vary in accordance with the Department of Home Affairs Enterprise Agreement 2024-27.
