The Capital Works and Infrastructure Section (CW&I) within Property Branch is responsible for the efficient and effective management of the department's capital works program for both departmental property holdings onshore and offshore, as well as detention facilities onshore.
CW&I manages the department's capital works program, both major and minor. This includes co-ordination of the proposal and bid process, engagement and project management of external service providers (including project management, design, security, cost planning, building and construction services), and assistance with high-level costings with Finance Division. In the detention space, CW&I manages and supports Administered program budget under Program 3.5 (Onshore Compliance and Detention) in support of ABF Detention Operations. This is for planning, implementing and maintaining detention infrastructure and assets within the onshore Immigration Detention Network (IDN) property estate in Australia, inclusive of Christmas and Cocos (Keeling) Islands.

Our ideal candidate
- Knowledge of property related frameworks, or the ability to quickly learn, to make well researched and sound recommendations
- Experience in managing small to large scale property projects, or the ability to learn
- Ability to develop strategic financial advice and deliver briefings on complex issues (often within tight timeframes)
- Strong leadership skills in managing small teams and key stakeholder relationships to meet outcomes
- Possess high level stakeholder management skills, including negotiation and conflict resolution skills and the ability to deal with politically charged stakeholders
Duties and responsibilities
- Develop and deliver the annual capital works programs for the department's commercial property portfolio and onshore IDN.
- Lead a team of APS staff/project/contract managers and administrators.
- Maintain expert knowledge in relevant Commonwealth legislation and departmental policies and procedures - in particular, those relating to - financial management, procurement, contract management, project (including risk) management and internal/external reporting.
- Build and sustain positive and productive relationships with a diverse range of stakeholders order to achieve quality business outcomes.
- In consultation with relevant stakeholders, prepare detailed capital works funding submissions in accordance with the department's Capital Investment Program (CIP).
- Manage the receipt, evaluation, prioritisation and approval of business case submissions to the annual capital works programs.
- Implement the annual capital works programs, managing the end-to-end processes and deliverables of multiple projects, in accordance with agree parameters (e.g. scope, schedule, budget).

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
