Chief Operating Officer Group | Integrity Security & Assurance | Integrity & Professional Standards | Integrity Strategy & Policy

 

The Integrity and Professional Standards (I&PS) Branch is responsible for the design and implementation of the department's Professional Standards and Integrity Framework. We undertake this work to promote and secure the integrity of the department including its people, property, systems and information. We undertake our work with discretion, professionalism and the highest levels of personal integrity to build trust across the department and with our external stakeholders. 

 

The Branch is responsible for setting the policy framework, building a positive culture through values and behaviours, assessing employee suitability (through screening and security vetting), triaging complaints and allegations, investigating suspected breaches of the APS Code of Conduct and conducting special investigations, all supported by an integrity intelligence function. We are also driving the implementation of the department's Integrity Culture Strategy, which is a key focus for the departmental executive and contributes the department's broader transformation agenda and aligns with a priority area of focus for the Australian Public Service.

 

Integrity Strategy and Policy Section leads integrity awareness initiatives for the department, delivered through a range of strategy, policy, education and communications products, in addition to overarching coordination lead for integrity-related briefings and submissions. The section provides capability to support the implementation of functions delivered by I&PS Branch in support of the Integrity Culture Strategy.

Duties and responsibilities

 

Policy and Project Officer 

  • Support and drive the development and implementation of activities aligned with the Integrity Culture Strategy

  • Explore opportunities to increase and support a positive workplace integrity culture by tapping into departmental programs to provide guidance.

  • Contribute to strategies that measure the success and effectiveness of the Integrity Framework and Integrity Culture Strategy.

  • Respond to ad-hoc queries for policy advice on the Integrity Framework.

  • Work cooperatively with other sections within the Branch to ensure effectiveness and continuous improvement of the integrity and professional standards regime.

  • Comply with all integrity, Workplace Health and Safety and corporate requirements including PDAs.

  • Other duties as directed, including delivery of integrity awareness training sessions.

 

Training and Communications Officer

  • Develop and disseminate key integrity messaging utilising approved communications platforms and identify gaps in messaging through feedback and consultation.

  • Deliver integrity awareness training sessions to a broad range of Home Affairs and ABF staff as required. 

  • Work collaboratively with a broad range of internal and externals stakeholders to deliver innovative and staff communications material.

  • Develop a communications plan for 2025 and beyond, including future Integrity Week communications planning.

  • Comply with all integrity, Workplace Health and Safety and corporate requirements including PDAs.

  • Other duties as directed.

 

Additional information

 

Role requirements/qualifications:

  • Obtain and maintain a Home Affairs Onboarding Check.

  • Obtain and maintain a minimum Baseline security clearance (or the ability to obtain a minimum Baseline security clearance prior to engagement with the department), and be willing to upgrade if required.

  • Maintain the highest levels of ethics and accountability to ensure the professionalism of I&PS Branch.

 

To be effective in these roles, individuals must have:

  • Demonstrated personal and professional integrity, sound judgement, maturity, discretion, sensitivity and ability to promote a culture of flexibility and continuous improvement.

  • Ability to share information and learnings with business areas and use information as a platform to build and develop effective, inter-personal working relationships.

  • Respond positively to change and work collaboratively with key stakeholders, within defined budgetary and resourcing boundaries.

  • Ability to work cooperatively and collaboratively as part of an end to end involvement in integrity related issues, policy development and training.

  • Excellent written/oral communication and interpersonal skills.

 

Desirable:

  • A background in project management and communications spheres is highly desirable or an ability to gain such knowledge.

  • Strong stakeholder engagement skills and a proven ability to influence outcomes.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
