Strategy & Capability | ABF Workforce | ABF College | Program Development Faculty
The ABF College designs, develops, delivers and evaluates national training programs to ensure frontline ABF officers develop and maintain the right skills to do their jobs lawfully, safely and effectively.
Program Development Faculty is responsible for the analysis, design, development, and evaluation of ABF operationally necessary, vocational and role-based training. We deliver quality outcomes using a prioritised and planned methodology that aligns to the Department of Home Affairs and ABF goals.
This includes:

Analysing learning needs for the ABF.
-
Using a systematic learning model to design and develop fit for purpose, often complex adult learning solutions
-
Engaging with internal and external stakeholders throughout the Analysis, Design, Development, Implementation, Evaluation (ADDIE) systematic learning cycle to obtain all relevant governance and legal approvals required for the implementation and maintenance of training packages

Evaluating delivery and learning packages in line with governance frameworks
-
Quality assurance, maintenance and ongoing review of existing packages
-
Administrative functions, including in the Department's learning management system (LMS).

Has a strong background in designing, developing or evaluating learning programs

Can work effectively in a national team

Has experience with rapid authoring eLearn tools, i.e. Articulate software

Has experience working in a Learning Management System (LMS).
Duties and responsibilities
-
Support the design and development of innovative and effective learning products and solutions including innovative training delivery methods
-
Assist with development of training documentation, including storyboards, lesson plans, training management packages and training manuals
-
Support the development and maintenance of high quality training packages and documentation in consultation with key business stakeholders and internal and external specialists in the field
-
Contribute to the evaluation and reporting on the effectiveness of learning packages
-
Under guidance, update training content, materials and documentation regularly in response to continuous improvement and business changes

Respond to enquiries for basic training information or escalate as appropriate within service standards

Support relationships with internal and external stakeholders to achieve work area and agency goals

Provide technical support relating to the Learning Management System (LMS) that contributes to agency outcomes, including but not limited to:

Provide support to the day-to-day and ongoing operation, analysis and administration of the LMS
-
Investigate and use information from various sources to aid in the understanding and development of solutions within the LMS
-
Identify improvements to LMS processes and proactively bring these opportunities to management
-
Run LMS reports on an ad-hoc basis or periodically to support business outcomes and provide relevant data sets to support reporting and decision making
-
Provide LMS administration support to the wider Branch, as required
-

Where relevant, manage a small team to deliver assigned objectives.
Additional information
- Certificate IV in Training and Assessment (TAE) or the ability to obtain one.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
