Chief Operating Officer Group | People Division | Payroll & Conditions | Payroll Delivery and Resolution

 

The Payroll and Conditions Branch provides corporate support in the areas of pay and entitlements (Payroll Delivery and Resolution), organisational structure management, system support and management of Staff debt and overpayment in the Department.

 

Payroll Delivery and Resolution team operates from two sites - Canberra and Melbourne, providing Payroll related services to all state and regional offices, encompassing all areas of the Department of Home Affairs and Shared Services to the National Emergency Management Agency (NEMA).

 

The Payroll Team provides, in an environment focused on efficiency and continuous improvement, a centralised Payroll Service integrating a range of tasks including Conditions of Service and Payroll Processing for the entire employee lifecycle which encompasses Commencement, Prior Service, Leave Liability, Superannuation, Leave Management, Payment of Allowances, Deductions, Secondments, Salary Maintenance, Organisation and Position Management, Rosters, Compensation, Marine Support, SES Processing, on boarding of contractors and locally engaged employees, Salary Packaging, Pay Run, Employee Debt Management and Exits.

Duties and responsibilities

 

  • Acquire and maintain knowledge of payroll transactions and processes to understand, process, manage and improve payroll functions
  • Coordinate and perform a range of procedural and administrative payroll activities, in accordance with relevant Legislation, policy and established procedures and guidelines
  • Apply technical and subject matter expertise to provide clear advice and support to stakeholders and clients on payroll issues
  • Analyse information and data, investigate anomalies between payroll activities and HR Systems, applying corrective action and escalating the more complex issues
  • Identify and recommend potential solutions to resolve a range of payroll issues.

 

Additional information

 

Desirable

  • Payroll and / or accounting experience within a government or large private organisation is desirable
  • SAP Payroll System knowledge is desirable, however the capacity to learn SAP and other systems quickly and competently is essential
  • A good understanding of relevant legislation and policy or the capacity to quickly gain such knowledge including but not limited to the Home Affairs Enterprise Agreement 2024-2027, Workplace Determination 2019, NEMA Determination 2022, Long Service Leave (Commonwealth Employees) Act 1976, Maternity Leave (Commonwealth Employees) Act 1973, Government and Choice Superannuation Schemes, SRC Act 1988, PGPA Act 2013, Tax Legislation and Fair Work Act.

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance and an Employment Suitability Clearance (ESC).
