About our team

 

Cyber & Infrastructure Security | Cyber & Infra Security Centre | Risk Assessment | Various

 

The Risk Assessment Branch is responsible for advising government and industry on national security risks to protect Australia's critical infrastructure. The Branch works with agencies across the National Intelligence Community to develop national security risk advice, responses and actions to mitigate identified risks. We also work closely with critical infrastructure owners and operators across all sectors who best understand their asset and how to protect it.

The Branch is currently recruiting APS5 positions for the following sections:

  • Data Security and Space Risk
  • Telecommunications Risk
  • Transport Security Risk.

 

A merit pool will be established and may be used by Energy Security Risk and Cross Sector Risk sections, also within the Risk Assessment branch.

Our ideal candidate


Experience in the following will be highly regarded:

  • Applying risk assessment methodologies to national security issues
  • Drafting policy papers, cabinet submissions and/or risk assessment documentation
  • Contributing to projects and familiarity with project management/coordination principles
  • Understanding of legislation, regulations, policy and frameworks relevant to critical infrastructure such as Security of Critical Infrastructure Act 2018, Foreign Acquisitions and Takeovers Act 1975, Maritime Transport and Offshore Facilities Security Act 2003, and the Telecommunications Act 1977
  • Understanding of organisations and frameworks relevant to the risk assessment of critical infrastructure such as the Foreign Investment Review Board, the national intelligence community and the Hosting Certification Framework.

 

Duties and responsibilities

 

  • Undertake the development of national security risk assessments through the Foreign Investment Review Board process and develop advice to mitigate risks arising from foreign ownership in Australian critical infrastructure assets
  • Assist in research to inform policy and regulatory options that enhance Australia's framework for critical infrastructure security
  • Communicate effectively with internal and external stakeholders, both verbally and in writing to drive security uplift, gain market intelligence and inform understanding of risk
  • Assist in the delivery projects supporting the branch's objectives.

 

Additional information

 

Desirable 

  • Recent experience in the application of legislative and regulatory frameworks such as those within the Security of Critical Infrastructure Act 2018 and Foreign Acquisitions and Takeovers Act 1975 will be highly regarded.

 

Mandatory

  • Strong analytical skills and knowledge of risk assessment techniques relevant to assessing national security risks, or ability to obtain
  • Ability to conduct detailed research and apply intelligence and analytical techniques to extract and utilise information from relevant systems and sources
  • Capacity to plan, prioritise, and deliver tasks within deadlines while maintaining attention to detail
  • Understanding of legislation and policy relevant to the protection of critical infrastructure, or demonstrated ability to quickly obtain an understanding of such.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
