About our team
Chief Operating Officer Group | Procurement Property & Contracts | Procurement & Contracts Support | N/A
Procurement and Contracts Support Branch provides procurement and contract management related services to assist business areas in delivering the department's outcomes under an Account Management Model. They are also responsible for ensuring that procurement activity is in accordance with the Commonwealth Procurement Framework, and assist the department in minimising procurement risks and maintaining the integrity of procurement processes. The sections are responsible for:
- Providing procurement and grants policy, advice, guidance and support to range of stakeholders
- Providing expert advice and leading and/or assisting in significant approaches to market
- Providing advice and support in relation to High Risk, High Value procurements
- Management and oversight of the Department's corporate contracts and panels
- Procurement related reporting
- Managing a Department-wide helpdesk which provides advice to business areas on a wide range of procurement activity
- Assisting business areas by submitting Requests for Quote on AusTender
- Reviewing and clearing all Limited Tender and Exempt procurement proposals and Contract Extensions by Variation.

Our ideal candidate
Procurement and Contracts Support Branch has several positions within the Branch to fill. The following is an outline of the positions.
Procurement Officers - Account Management Teams are specialist procurement practitioners providing in-house procurement related enabling services to the Department to assist in delivering the Department's outcomes; minimise procurement risks and maintain the integrity of the procurement process. Procurement and Contract Support Branch have dedicated Account Management Teams that provide tailored procurement advice and support services to all Groups within Department.
Procurement Officer - Reporting provide assistance meeting all procurement reporting requirements. This includes assisting with external obligations under the Commonwealth Procurement Rules such as Senate Order on Contracts, Indigenous Procurement Policy, Annual Procurement Plan, mandatory reporting of contracts and amendments on AusTender and publication of Approaches to Market. The role supports the Director of Reporting in review, development and implementation of procurement systems, strategies, policies and processes.
Duties and responsibilities
- Providing high quality, practical and timely procurement advice and guidance that comply with the departmental policies and procedures, the Commonwealth Procurement Rules, the Public Governance, Performance and Accountability Act 2013 and Public Governance, Performance and Accountability Rules 2014
- Ensuring the Department adheres to the Commonwealth Procurement Rules and ensure Value for Money in all procurement activity
- Providing procurement advice and guidance to business areas on the procurement process - approach to market, conducting market search, contract mechanism and panel arrangements
- Reviewing procurement documentation including Spending Proposals, Procurement Plans, Approach to Market documentation, PGPA S23(3) Delegate approvals, contracts/ work orders and risk assessments
- Contributing to the reviewing, development and implementation of procurement systems, strategies, policies and processes and the preparation and implementation of the Section's key performance measures and reporting requirements
- Submitting Requests for Quote on AusTender on behalf of Department business areas
- Maintaining and promoting internal and external stakeholder relationships
- Providing advice on Contract Management activities within the Department
- Mentoring junior procurement officers.
Reporting
- Verifying contract data entry in SAP, ensuring compliance with the relevant procurement and financial legislation, policies and guidelines
- Senate Order reports, Indigenous Procurement Policy, management reports regarding the mandatory reporting of contracts and amendments on AusTender within 42 days of entering into a contract
- Ensuring the reporting team's external reporting obligations eg: Senate Order, AusTender publications, Questions on Notice) are met on time.
Additional information
Preferred experience
- Certificate IV in Government (Procurement and Contracting)
- Knowledge of the Resource Management Framework, including the Commonwealth Procurement Rules and their application
- Relevant experience in procurement as per the position summary.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
