About our opportunity
This process is being used to fill several immediate vacancies in Australian Trusted Trader, Customs Licensing, National Trade Services, and Trade Compliance sections.

National Operations | Customs Compliance, Enforcement, and Targeting | Customs and Trade Compliance
Customs and Trade Compliance Branch supports the Australian Government’s and the Australian Border Force’s commitment to working in partnership with Australian industry to foster and facilitate trade, strengthen supply chain security, and detect illegal trade activity.
Customs and Trade Compliance Branch:
- leads and delivers national trade compliance efforts, and supports ABF and Home Affairs facilitation on trade,
- develops and administers a framework of trust with trade industry partners, through education, compliance, and regulatory support, and
- supports streamlined ABF engagement with industry on operational matters.
The Branch:
- administers the Australian Trusted Trader program, which accredits importers, exporters and service providers that have demonstrated supply chain security and trade-compliant practices,
- licenses depot and warehouse operators (including duty free operators) and customs brokers,
- identifies and collects revenue shortfalls and addresses non-compliance with Customs and other legislation, including by encouraging voluntary compliance,
- supports Australian industry, including through the National Trade Advice Centre that provides rulings and reviews on tariffs, valuations, and broader classifications, and
- administers the Tourist Refund Scheme that allows travellers leaving Australia to claim a refund on Goods and Services Tax and Wine Equalisation Tax paid on goods they take offshore with them.

The Branch is seeking candidates who are self-driven, enthusiastic, and agile, enjoy collaborating within a team environment, and are confident in working under limited supervision. You will have an ability to interpret and apply legislation while also being able to assess and distil complex information to inform defensible, evidence-based recommendations and decisions in a dynamic risk environment. The ideal candidate will be able to demonstrate an ability to initiate, build and maintain effective relationships with stakeholders of diverse industry backgrounds, to achieve outcomes that deliver regulatory benefits to the organisation, our industry partners, and the Australian community.
Duties and responsibilities:
ATT Program
- Perform key functions to ensure effective and timely progression of ATT applications through the accreditation pipeline
- Conduct desktop and on-site assessments of applicants and accredited Trusted Traders to ensure Program requirements are fulfilled, applying principles of security risk management to examine security governance and practices.
- Prepare high-level documents reporting the findings of assessments to the delegate for determination
- Liaise with internal and external stakeholders to ensure the integrity and ongoing assurance of the ATT Program, and engage with industry partners to enhance international supply chain security
- Administer the ATT Account Manager benefit to accredited Trusted Traders and assume the role of primary contact within the ABF to resolve resolve border-related matters.
Customs Licensing
- Process and assess complex licence applications, applying relevant legislation, policy and procedures, and make legislatively delegated decisions within strict timeframes
- Conduct analytical research and risk assessments, identifying and managing issues within the licensing caseload
- Examine and assess declarations and submitted documents
- Communicate with internal and external stakeholders, providing timely and accurate advice and guidance on licensing matters
- Investigate referrals from other line areas on matters relating to supply chain integrity.
National Trade Services
- Make written and defensible decisions on trade rulings to external clients and other sections of the organisation in accordance with service charter
- Provide technical input into national considerations of trade matters
- Have a sound knowledge of principles of administrative law and decision making
- Liaise and build relationships with clients and key stakeholders
- Assist in the contribution to legislative, policy and procedural matters as required.
Trade Compliance
- Undertake desktop verification exercises, conducting analytical research and risk assessments
- Assess and evaluate profiled cargo for possible revenue evasion, import or export of controlled goods and correct cargo reporting
- Communicate with internal and external stakeholders, providing accurate advice to industry and guidance on trade compliance matters
- Prepare recommendations for compliance and infringement action, and investigate referrals from other line areas on matters of revenue evasion and community protection.
Role requirements/qualifications:
- Ability to interpret legislation and to make effective, defendable decisions according to legislative and policy parameters
- Well-developed written and verbal communication skills, and the ability to construct strong, defendable administrative decisions
- Excellent stakeholder engagement skills with the ability to establish and productive relationships with internal and external stakeholders
- Capacity to undertake domestic travel as required.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
