Home Affairs is a strategy led Department that operates in a complex, rapidly changing environment. Within Home Affairs the Enterprise Testing & Systems Assurance (ETSA) section is building a highly skilled and specialised workforce, working towards technical enablement and empowering Home Affairs in developing high quality products.

 

The section includes a few service capabilities:

  • Enterprise testing services, delivered under a Testing Centre of Excellence (TCoE) framework, to meet ETSA advisory, testing, acceptance and release compliance obligations to the Department. Systems assurance services to ensure that Departmental and Portfolio agency
  • Systems are operational, stable and suitable for consumption in the non-production environments
  • Supporting the maintenance and development of code libraries
  • Supporting and maintaining DevSecOps tooling and practices, including artefact repositories and archive compliance, open-source software management, and pipeline deployment management.

Our ideal candidate

 

  • Has in-depth technical knowledge Software development including library or framework development, preferably with Java, JavaScript or NodeJS; and perform a major role in the development of software and cloud infrastructure solutions using a variety of programming languages and application development tools. The position holder is also required to have a sound understanding of Software Development Life Cycle processes and best practices to be able to provide quality support and maintenance of systems and applications
  • A moderate level of demonstrable skills and experience (minimum 3 years) in Application Development within the following Technologies as a minimum: SOAP/WebServices and XML/Transformation, Html/CSS/JavaScript, SQL, Source Control (GIT)
  • A moderate level of demonstrable skills and experience (3 years) in Application Development including working knowledge of: Git for source control; Implementation of service-based architectures; and CI/CD including test and static analysis automation
  • Strong demonstrated programming skills in any of: Java, Spring and/or J2EE with working knowledge of XML, XSLT and SOAP; NodeJS/JavaScript; and other higher generation languages
  • To achieve intended outcomes the candidate is required to work collaboratively within a team environment, engaging effectively with business areas and other relevant internal and external stakeholders.

 

Duties and responsibilities

 

  • Work as part of a technical team and participate in detailed analysis and design discussions in support of system requirements
  • Perform a major role in the development of software and cloud infrastructure solutions using a variety of programming languages and application development tools
  • Perform reviews of code and technical documentation and troubleshooting incidents reported in the production or non-production environments
  • Provide support during production implementation of large or complex releases
  • Comply with coding standards and best practices as outlined within the section and Department as a whole. Follow Department security standards for storing and circulating classified documentation and intellectual property.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
