The Civil Maritime Sustainment Branch (CMSB) provides the ABF's air and maritime surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems and logistics support to civil maritime operations. CMSB operates in a complex, challenging and changing environment that is characterised by a high tempo of civil maritime operations.

 

The Maritime Asset Availability Section provides oversight of maritime surveillance asset capability and is responsible for ensuring the Australian Border Force (ABF) maritime surveillance assets are operationally available for tasking by Maritime Border Command (MBC). This Section is the point of contact for any operational matters and acts as the liaison point with stakeholders which include MBC and Australian Border Operations Centre (AMBOC) in relation to asset availability.

Our ideal candidate

 

The Supervisor, Maritime Communications and Sensor Systems supports all secure radio communication on the ABF Maritime and Aviation assets. The role is responsible for maintaining contractual compliance with various satellite and radio communications suppliers.

 

Our ideal candidate will be proactive and adaptable with strong communication and stakeholder management skills. They will be required to provide support and mentoring within their operational teams and have the ability to foster productive relationships with third party vendors.  

 

Successful candidates will have or be able to quickly develop a working knowledge of the ABF Vessel Management Plan, the ISM Safety Management System and other related International Maritime Organisation (IMO) regulations. They will possess sound analysis and problem resolution skills to identify, understand and rectify technical faults, and will develop innovative solutions to optimise asset availability. 

 

Experience providing on-the-job training will be highly regarded.

 

Duties and responsibilities

 

  • Support the integration of secure radio communications for all assets within the Branch and provide technical advice on radio communications system design, selection and integration.
  • Support the continuous improvement program for the governance of Instructions and Guidelines, Work Instructions, Marine Units Notices and other guidance manuals for Maritime Operational Technologies and Capability.
  • Analyse and rectify technical faults and issues with maritime operational technologies.
  • Develop and deliver user documentation and training for capabilities within the scope of this role.
  • Conduct configuration and change management of secure radio communications and satellite based capabilities.
  • Gather user requirements, documentation and securing quotations for works and liaise with third party vendors for the supply, maintenance and support of their products.
  • Improve the availability of deployed communication systems on board assets, both aviation and marine.
  • Recommend, develop and implement solutions to overcome identified capability gaps and obsolescence.
  • Provide clear instructions and guidelines to ensure currency with local and Commonwealth law for the operation and maintenance of the radio communications network for agency, operational users and contractors.
  • Support and contribute to capability projects and contracts in relation to this role; and
  • Liaise with internal and external service providers in relation to service delivery of related technology to ABFC fleet.
  • Demonstrate and foster positive workplace culture.

 

Additional information

 

  • Certificate III or Diploma in Electronics and Communications, equivalent or higher.
  • A thorough understanding of modern radio communications infrastructure including transmission capabilities.
  • Knowledge of emerging communications technologies and industry direction.
  • Experience designing major radio communications systems.
  • 5 years electronics industry experience and/or 2 years marine experience.
  • Demonstrated understanding of the ABF Vessel Management Plan, the ISM Safety Management Systems and other related IMO regulations.
  • Demonstrated understanding of Engineering configuration controls and Integrated Logistic Support methodologies,
  • Experience with IT Infrastructure including LAN, WAN, Structured cabling, CCTV, PABX and Internal communications (ships alarms, intercoms and announcing systems) and door lock/alarm systems. 
  • Experience and/or formal qualifications in:
    • Marine Communications systems e.g. Satellite, MF/HF, VHF, UHF, Secure communications
    • Computerised maintenance management systems
    • Use and management of High Assurance Cryptographic Equipment (HACE).

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
