About our team

 

Chief Operating Officer Group | Finance Division | External Budgets & Revenue | Revenue Management Section

 

The External Budgets and Revenue Branch contributes to the preparation and management of the Department's external budget, internal and external financial reporting as well as administered revenue and expense management. 

 

The Revenue Management Section (RMS) oversights over $20 billion in revenue on behalf of the Australian Government including; Customs Duty, Import Processing Charge (IPC), Passenger Movement Charge (PMC), Visa and Citizenship Charges and GST collected (on behalf of the ATO). The RMS also manages a significant component of departmental variable appropriation revenue.

 

The RMS's core objectives associated with the management of revenue include:

  • Budgeting - develop revenue estimates that duly account for any changes in policy, demand and macro-economic conditions.

  • Reporting - prepare compliant statutory and management information reports on revenue collection.

  • Monitoring and Analytics - prepare revenue exception reports, variance and contribution analysis and performance against relevant benchmarks.

  • Debt Management - raise and monitor debts with effective actions that maximise the amount of debt recovered.

 

The positions reports directly to the team leaders of respective teams.

 

Overview of teams:

The Passenger Movement Charge (PMC) team - The PMC team administers the collection and remittance of the PMC through carriers. PMC is imposed on a person departing Australia to another country, whether or not the person intends to return to Australia.

 

Cargo (includes all ship, aircraft, postal imports and passenger imports) team - The Cargo debt management team undertakes budgeting. Reporting, monitoring and analytics and debt management function for cargo which includes, all the debt recovery, payment plan and actions the liquidations requests as required. Exporting and importing businesses, cargo handlers, cargo carriers and service providers are required to make self-assessment for each consignment. The compliance debt management process is a nationally consistent process to manage recovery of customs duty and indirect taxes (Goods and Services Tax, Luxury Car Tax, Wine Equalisation Tax).

 

Accounts Receivable and Debt Management - This team is responsible for raising invoices and debt management of Legal, Status Resolution Support Service (SRSS), Removals, Airline/ Seaport infringements, ABF detector dogs, Government, FOI, chargeback Invoices. The team is also responsible for all write off, waivers requests and instalment plans. The team provides advice to Visa Officers and Citizenship Officers in relation to debt to Commonwealth for clients. The team has a dedicated phone line for clients to answer to their account enquiries.

There are no mandatory requirements, but it would be preferred to have:

  • A well-developed understanding of relevant legislation and policy frameworks

  • Demonstrated experience in reporting, interpreting or reconciling financial data across multiple systems

  • Demonstrated experience in SAP or equivalent financial systems

  • Experience working under limited direction and the ability to make independent decisions relating to an area of responsibility.

  • Coordinate revenue management activities to support the team

  • Review performance and identify opportunities for continuous improvement

  • Understand targeted audience and tailor communication style when providing impartial and forthright advise to all stakeholders.

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance and an Employment Suitability Clearance (ESC).
