The Border Intelligence Watch Office (BIWO) delivers time-critical, 24/7 intelligence support to Australian Border Force (ABF) and external partners. BIWO responds to actionable information relating to immediate border threats across the Aviation, Maritime, Cargo/Mail and Crew/Travellers environments. BIWO also supports the Commonwealth Agencies Operations Centre (CAOC) by providing first-line analysis of significant border-controlled drug detections.
BIWO is responsible for the operational access, use and disclosure of Passenger Name Record (PNR) data, and provides after-hours support to the Border Watch program.

Duties and responsibilities
The Tactical Analyst responsibilities include:
-
Sharing, exchanging, and disclosing information and intelligence obtained from the Department and partner agencies in accordance with relevant Australian Government legislation (including the Privacy Act), ABF policy, Memorandums of Understanding, and Agreements
-
Ensuring requests for system access/database checks are lawful and adequate background information is provided by the client
-
Conduct analysis on entities of interest identified via referral from external sources such as Border Watch or foreign law enforcement that identify imminent threats to the border
-
Applying necessary treatments on any identified threats including creation and updating of passenger and cargo alerts on entities identified during post-detection analysis

Capture research and analysis where appropriate though creation of NIS reports and CRIMS-BT cases

Produce Immediate Detection Analysis (IDA) reports encompassing cross vector research

Refer matters to the relevant Operational Intelligence Coordination at the completion of analysis

Maintain awareness of current intelligence reporting to determine potential border implications and implement appropriate mitigation strategies

Brief senior executive on current intelligence reporting, and operational areas on reporting appropriate to their domain to promote operational effectiveness

Maintain ongoing relationships with key internal and external stakeholders

Liaise with other intelligence analysts and operational staff both within and outside of the ABF.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
