About our team
National Operations | ABF Workforce | ABF International Ops & Coord | Border Intelligence Watch Office
The Border Intelligence Watch Office (BIWO) is a 24/7 section within the Australian Border Force (ABF) that provides tactical intelligence support to the ABF and other external stakeholders.
BIWO is also an integral member of the Commonwealth Agencies Operations Centre (CAOC) providing first-line analysis to significant border-controlled drug (BCD) detections.
These new positions are part of the Government's health and excise reform initiatives for tobacco and vaping and will have a heavy emphasis on the analysis of significant cigarettes/tobacco detections.

Our ideal candidate
Our ideal candidate will have strong knowledge of the border threat environment and demonstrated experience in the use of analytical techniques (or the ability to learn quickly).
- Ability to work independently and in a small team environment.

- Ability to manage competing priorities and meet deadlines.
- Evidence based decision making with attention to accuracy.
Duties and responsibilities
- Undertake intelligence research and assessment of current and emerging border threats in a time pressured watch floor environment.
- Provide support to real-time border activity.
- Produce sound, defensible and predictive intelligence assessments drawn from the current intelligence holdings and responses to intelligence tasks.
- Maintain situational awareness of current Intelligence and ABF Operational activities and align analytical resources in accordance with mission sets and priorities.

Preferred or Expected Requirements
Developed Skills:
- Highly developed writing and verbal communication skills.
- Highly developed liaison and stakeholder engagement and relationship management skills.
- Ability to effectively triage and manage competing workloads in time sensitive environments.
- Problem solving in the border intelligence environment.
- Proficiency in or the ability to quickly learn interrogating intelligence or information systems and databases, including the suite of Home Affairs and partner agencies technical systems.
Developed Knowledge:
- Knowledge of intelligence research and analysis processes or the ability to quickly acquire.
- Ability to quickly acquire knowledge of ABF operational priorities.
- Ability to quickly acquire knowledge of and proficiency in record keeping systems.
- Ability to quickly acquire knowledge of the ABF operating environment, policy, frameworks and objectives.
- An understanding of or the ability to quickly learn the ABF structure, operating environments, C3 Doctrine (Command, Control and Coordination) and Incident Coordination Centre (ICC) principles.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
