DC National Operations | Customs Compliance Enforce & Target | Customs and Trade Compliance Branch| NA

 

Customs and Trade Compliance Branch supports the Australian Government’s and the Australian Border Force’s commitment to working in partnership with Australian industry to foster and facilitate trade, strengthen supply chain security, and detect illegal trade activity.

 

Customs and Trade Compliance Branch:

  • leads and delivers national trade compliance efforts, and supports ABF and Home Affairs facilitation on trade,
  • develops and administers a framework of trust with trade industry partners, through education, compliance, and regulatory support, and
  • supports streamlined ABF engagement with industry on operational matters.

 

The Branch:

  • administers the Australian Trusted Trader (ATT) Program, which accredits importers, exporters and service providers that have demonstrated supply chain security and trade-compliant practices,
  • licenses depot and warehouse operators (including duty free operators) and customs brokers,
  • identifies and collects revenue shortfalls and addresses non-compliance with Customs and other legislation, including by encouraging voluntary compliance,
  • supports Australian industry, including through the National Trade Advice Centre that provides rulings and reviews on tariffs, valuations, and broader classifications, and
  • administers the Tourist Refund Scheme that allows travellers leaving Australia to claim a refund on Goods and Services Tax and Wine Equalisation Tax paid on goods they take offshore with them.

Duties and responsibilities

ATT Program

  • Supervise teams responsible for undertaking detailed assessment of eligible ATT applicants, and delivery of the ongoing assurance framework that ensures the integrity of the ATT Program.
  • Lead and supervise validation activities to assess business entites seeking access to the ATT program, and prepare detailed recommendations to the delegate.
  • Supervise teams responsible for delivery of account management benefits and facilitate delivery of a suite of benefits to accredited Trusted Traders.
  • Participate and lead industry engagement initiatives, including delivery of the ATT Industry Advisory Group and ATT Annual Symposium.
  • Reviewing and monitoring of ATT adherence to program requirements, including corporate reporting, and ensuring operational documents and records management systems remain updated.  

 

Customs Licensing

  • Investigate referrals from other line areas on matters relating to supply chain integrity including Border Watch referrals
  • Supervising and providing training on the lodgement of licensing applications
  • Communicate with internal and external stakeholders, providing advice and guidance on licensing matters
  • Provide timely and accurate advice to industry and undertake or assist in the preparation or presentation of information
  • Make legislatively delegated decisions within strict timeframes for applications, and reviewing outcomes of adverse findings on licensing applications for Fit and Proper Persons

 

National Trade Services

  • Make legislated decisions under the Customs Act 1901 under the delegation of the Comptroller-General of Customs, including creating legal instruments
  • Have a sound knowledge of principles of administrative law and decision making
  • Make written and defensible decisions on applications
  • Negotiate with and work collaboratively with a range of internal and industry stakeholders
  • Lead a small team to deliver section targets and objectives

 

Trade Capability

  • Supervise and conduct research and analysis of complex issues related to trade and customs to provide evidence based advice and recommendations to government decision makers.
  • Develop processes, procedures and tools that support the implementation of trade policies that enhance security and trade facilitation outcomes.
  • Under direction from the Assistant Director, co-ordinate strategic planning for longer-term project initiatives and program management.
  • Evaluate costs, benefits and risks and opportunities associated with options to recommend solutions.
  • Undertake quality and risk assessment and risk management activities for projects and programs.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
