National Operations | Customs Compliance Enforce & Target | Abf Planning & Preparedness | National Profiling Section

 

The National Profiling Section delivers the ABF's enterprise, rules based Targeting Activity (Profile) Management capability, which enables the ABF's targeting operations conducted through the National Border Targeting Centre (NBTC), for the traveller, mail and cargo domains. In the cargo domain, alerts and profiles also facilitate trade, strengthen supply chain security, and detect illegal trade. These targeting activities are based on customs compliance and enforcement measures that administer the collection of border revenue, regulated goods and supply chain risks.

The section divided into three (3) teams with specific responsibilities in the Traveller, Cargo and Mail domains, works collaboratively with stakeholders to develop and deploy profiles in the ABF's Enterprise Targeting capability and is comprised of an Assistant Director as the Domain Lead, supported by a team of Supervisors and Rule Authors.

Duties and responsibilities

 

•    Author, test and deploy cargo rules in the Management System (TMS) - Border Risk Engine (BRE) Cargo and the Cargo Risk Assessment (CRA) module of the Integrated Cargo System (ICS) platforms to identify and refer Cargo border threats for risk assessment
•    Contribute to the business as usual functions and processes of the National Profiling - Cargo team
•    Understand the roles and responsibilities of the team and section
•    Collaborate with stakeholders in relation to the effective use of rules-based targeting activities to inform decision-making and support operational outcomes
•    Contribute subject matter expert advice and support the development and implementation of new capabilities, programs and projects within the Department/ABF as necessary.

 

Additional information

 

Highly Desirable:


•    Understanding of legislative, policy and governance processes/procedures that relate to cargo targeting
•    General business knowledge of the Cargo domain 
•    A general understanding of available cargo datasets, and systems in use in the Department and the Australian Border Force (ABF)
•    Previous experience working in intelligence, targeting, and/or fraud detection
•    An understanding of the role and functions of the National Border Targeting Centre (NBTC)
•    Previous experience working in the Cargo Operations environment
•    Understanding of border intelligence requirements, processes, challenges and priorities.
•    Experience in, or knowledge of the use of IBM Operational Decision Manager (ODM)
•    Knowledge of one or more programming languages such as Java, SQL, or R
•    Experience in gathering and documenting business, and technical requirements.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
