The Australian Border Force (ABF) is an operationally independent body under the Home Affairs Portfolio. The ABF is responsible for operational activity that supports the Australian Government's border protection, investigations, compliance, detention and enforcement functions.
Civil Maritime Sustainment Branch (CMSB) provides air and marine surveillance capability in Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers performing strategic patrols, tactical surveillance and on-water law enforcement activities and managing contracted surveillance aircraft and satellite, sensor systems and logistics support. CMSB operates in a complex, challenging and rapidly evolving environment characterised by a continual high tempo of operations.
The ABF littoral fleet includes all ABF vessels less than 24 metres in length, (not including ship's boats embarked on the Cape Class). The littoral fleet area of operations extends out to 24 nautical miles and missions cover all coastal environments including rivers, bays, inlets, and the territorial sea. There are presently 32 vessels in the Littoral Fleet.
The Maritime Safety and Compliance Section provides oversight of maritime safety, standards, compliance and support arrangements to ensure the safe operation of the ABF fleet and the safety of our sea-going workforce. It is responsible for ensuring the ABF operates in compliance with Australian and international regulatory and safety frameworks including: the International Safety Management (ISM) Code, the Navigation Act 2012, the Marine Safety (Domestic Commercial Vessel) National Law Act 2012, Australian Maritime Safety Authority (AMSA) Marine Orders, and the Work Health and Safety Act (Cth) 2011.
To deliver this mission the section manages a safety, compliance and audit framework under the ABF Maritime Safety Management System (SMS), and undertakes incident reviews and investigations, manages sea-going endorsements and sea service qualifications.

Our ideal candidate
To thrive in the role, you will exhibit the following:
- Support the operational compliance program for the ABF littoral fleet of vessels
- Contribute to reports, corporate briefings, action plans and operational plans relating to the ABF's littoral fleet
- Demonstrate leadership skills and have experience managing a team
- The role will support the Maritime Operational Compliance (MOC) team, in driving safety and regulatory compliance for the littoral fleet. This includes:
- Performing audits of vessels and littoral fleet crew capabilities
- Addressing and closing non-conformances arising from these audits
- Undertaking reviews and investigations in relation to safety incidents and hazards
- Providing advice to littoral fleet crew, to support safety and regulatory compliance of the ABF's littoral fleet.
Duties and responsibilities
As Supervisor Littoral Safety Compliance (MOC), you will be responsible for the following functions:
- Implement quality management standards and procedures for the team.
- Assist with the development of operational policies and procedures, utilising best-practice processes.
- Provide and contribute relevant input to the development of business plans, forward work plans and risk treatment strategies
- Provide advice and mentoring to ABF sea-going officers crewing littoral vessels on the methodologies of undertaking Group Command functions in accordance with operation command principles
- Monitor, review and continually provide input to improve risk management of the work area’s support to operations
- Initiate, build and maintain strong relationships with key stakeholders across internal and external networks
- Communicate effectively with staff and stakeholders on a range of relevant issues
- Cultivate a high performance culture by setting an example for staff to follow.
Custom tasks:
- Develop and maintain a program of operational compliance assessments and audits of sea-going vessels and crew to maintain legislative and regulatory requirements in accordance with the Navigation Act, National Law Act, Marine Orders and the WHS Act
- Provide advice and assistance to ABF sea-going officers crewing littoral vessels in relation to specialist marine duties including radio operation, vessel boarding, littoral evolutions, navigation and engineering duties
- Drafting reports and briefings related to the maintenance and improvement of maritime safety matters, equipment, procedures and work instructions, with a particular focus on the ABF's littoral fleet
- Any other tasks or duties as determined by Inspector, Littoral Safety and Compliance supervisor.
Additional information
Mandatory requirements:
- Hold, at a minimum, Master<45m Certificate of Competency or other qualifications and experience considered to be equivalent, as issued by the Australian Maritime Safety Authority
- Hold a current Australian driver's license
- Have highly developed IT skills and be proficient in Microsoft applications, Content Manager and departmental applications
- The officer should be available for regular interstate travel which is essential to performing the role
- Possess knowledge of, and the ability to interpret and apply, relevant Australian legislation and standards, particularly with reference to the Commonwealth’s rights and obligations under the Navigation Act 2012, Marine Safety (Domestic Commercial Vessel) National Law Act 2012, Work Health and Safety Act (Cth) 2011 and other relevant statutory documents.
- Demonstrate leadership skills and have experience managing a team
In addition, you will have the ability to maintain the following:
- Relevant ABF medical, fitness and psychometric standards relevant for Border Force Officer and or Use of Force requirements
- All ABF and regulatory qualifications and endorsements as required to undertake the position
- AMSA issued Certificate of Medical Fitness for Sea Duty in accordance with Marine Order Part 9 (Health - Medical Fitness)
- AMSA issued Certificate of Safety Training
- Qualifications Provide first aid (HLTAID011) and provide cardiopulmonary resuscitation (HLTAID009).
Desirable skills:
Experience or formal qualifications in any of the following will be highly regarded:
- A demonstrated understanding of Australian and international regulatory and safety frameworks including the International Safety Management (ISM) Code, ABF Vessel Management Plans and AMSA Marine Orders.

To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
