Within the Department of Home Affairs, the Cyber and Infrastructure Security Centre (CISC) drives an all-hazards critical infrastructure regime in partnership with governments, industry and the broader community. CISC actively assists Australian critical infrastructure owners and operators to understand the risk environment and meet their regulatory requirements - for the shared benefit of all Australians.
CISC operates in a challenging, fast-paced environment, where officers use their analytic, strategic thinking, and collaborative skills to make a positive difference to Australia's security interests. The division regulates more than 2000 industry participants and staff are able to see firsthand the impact of their policy and regulatory decisions.
Aviation and maritime security
CISC is the Australian Government's security regulator for the aviation, maritime and offshore oil and gas industries. The Regulatory Compliance Branch is responsible for ensuring airports, airlines, air cargo operators, ports, and offshore oil and gas facilities are compliant with the Aviation Transport Security Act 2004 and the Maritime Transport and Offshore Facilities Security Act 2003. Branch staff work to ensure regulated entities meet their security obligations, investigate security incidents, identify security gaps, help inform policy, and foster continuous improvement in transport security outcomes.
The focus of the position is the provision of administrative support to compliance operations. However, the position includes responsibilities to act in the field performing the more basic tasks of a Transport Security Inspector.
Administrative responsibilities include but are not limited to:
- Staff scheduling and activity planning
- Travel and accommodation booking
- Records management
- Preparing internal and external departmental correspondence
- Monitoring financial transactions
- Data entry
- Research and reporting using records management systems.
When performing the role of a Transport Security Inspector, responsibilities include assisting more senior staff with:
- On-site audits and inspections to confirm industry participant operations reflect arrangements set out in regulatory submissions
- Investigation of security incidents that identify security vulnerabilities or result in a breach of CISC's regulatory framework
- Testing of industry participant screening and security systems utilising covert tradecraft and a range of simulated weapons.
The role will require spending time in the field, regular travel to regional locations and occasional travel interstate. Work hours reflect the variability of industry operations, so will include occasional work on weekends and outside of normal business hours. Fieldwork can be physically demanding and may require staff to be on their feet for long periods of time and cover large distances, however this will be balanced with periods of office based administrative work.
Work priorities are likely to frequently change, and the successful candidate must be able to prioritise and self-manage a significant portion of their work to ensure the timely delivery of quality outputs.

Duties and responsibilities
- Perform procedural, clerical, and administrative support tasks including scheduling activities and entry of information into case management systems
- Coordinate meetings, including preparation of agendas, minute taking, and recording of decisions and action items
- Understand and apply legislation and policy frameworks relevant to travel, finance, operational activities, and asset management (for example fleet vehicles)
- Undertake research and analysis to support compliance activity planning and help inform policy
- Support more senior Transport Security Inspectors to ensure the team delivers output within required timeframes
- Work independently and in collaboration with team members to ensure timely reporting of outcomes
- Establish and maintain productive working relationships with internal and external stakeholders
Perform the more basic tasks of a Transport Security Inspector under the direct supervision of more senior staff members, including:
- The role of Operator during tests at security screening points
- Checklist activities relevant to methods, techniques and equipment used at screening points
- Inspecting ASICs and MSICs during access control checks.
Additional information
The following requirements apply to the position:
- Obtain and maintain an Australian Driver's License with the ability to drive unsupervised
- Obtain and maintain an Airside Driving License
- Obtain and maintain a Firearms license/permit (for certain States/Territories)
- Obtain and maintain a Maritime Security Identification Card and an Aviation Security Identification Card
- Obtain and maintain a Certificate IV in Government Investigations (Regulatory Compliance).

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
