The Australian Border Force (ABF) is an operational agency within the Home Affairs Portfolio. The ABF is responsible for operational activity that supports the Australian Government's border protection, investigations, compliance, detention and enforcement functions.
Within the ABF, Civil Maritime Sustainment Branch (CMSB) is responsible for the capability management and sustainment of vessels, a fleet of air and marine surveillance, patrol and response assets. Our capabilities include ocean going patrol, shallow water and coastal response vessels and contracted aircraft.
CMSB operates in a complex, challenging and changing environment that is characterised by a continual high tempo of operations.
The Large Hull and Small Vessel In Service Support (ISS) Section is responsible for the provision of contract management and contract administration, including stakeholder engagement for the ISS arrangements for a variety of vessels - large, small, alternative and most recently leased ABF vessels. This includes organising maintenance and ensuring safe operations of vessels within legislative requirements. The section also manages the divisional contracted workforce contracts, oversight of contractor recruitment, contractor engagement and divisional finance co-ordination.

Our ideal candidate
Our ideal candidate will have solid skills and a willingness to learn and develop in order, to operate as an Administration Support Officer. You will have experience working under limited supervision to provide high quality administrative support to the section. Your sound administrative ability will include responding to enquiries, arranging meetings, data entry, reviewing sensitive information, reporting, triaging and coordinating correspondence, cultivating strong working relationships with internal and external stakeholders. In your previous positions, you may have had a role in various activities such as finance, human resources, contract administration, procurement, assurance and compliance and/or other corporate functions to ensure efficient operation of the section. We would like to work with you to build on this experience to support Australian maritime security operations.
Using your strong communication and relationship management skills, you will respond to challenges and resolve enquiries, while being collaborative, adaptable and delivering compliant outcomes, and achieving positive client experiences. Additionally, the ideal candidate will promote professionalism through accurate, timely, consistent and meaningful outcomes, which may include complex areas of implementing government legislation and policies, and accurate record-keeping in support of the work of the team.
Duties and responsibilities
- Development and maintenance of contract management and recruitment documentation, including usage of contract and records management systems and tools, updating relevant registers and tracking of correspondence and work tasks
- Assisting with recruitment enquiries, Employment Suitability Clearance (ESC) applications, onboarding and offboarding tasks for crewing and other contracted providers and their personnel.
- Contribute to reporting requirements for project, performance and schedule, including meeting documentation, briefs and minutes
- Assisting with creation of Standard Operating Procedures (SOPs) and applicable work instructions
- Under supervision, communicate with stakeholders providing accurate information, flexible advice, and demonstrating the ability to problem solve
- Assisting with project time sheeting and data entry enquiries
- Processing of claims, invoices or receivables, including usage of EasySAP and the Vendor Invoice Management System
- Management and monitoring of multiple group mailboxes.
Additional information
Required qualifications
- Certificate IV - Procurement and Contracting or similar
- Certificate IV - Business Administration or similar.
Desirable Skills
- Experience in administration governance, finance, contract management and/or procurement within a legal, compliance or public service environment is highly desirable
- Strong communication skills including the ability to establish and maintain relationships with internal and external stakeholders
- Strong computer and administration skills, including attention to detail
- Willingness to undertake training and/or relevant qualifications.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
