About our team

Australian Border Force (ABF) operations in the Torres Strait are unique. The Torres Strait Treaty safeguards the cultural, familial connections and allows for traditional inhabitants of Torres Strait Island and Papua New Guinea (PNG) Treaty Villages and, in specific circumstances, provides for travel without passports or visas.

 

ABF Border Monitoring Officers (BMOs) are responsible for overseeing the movement of Traditional Visitors within the Torres Strait Protected Zone between Australia and PNG. They implement the 'free movement' provisions as defined by the Torres Strait Treaty in combination with the Migration Act 1958, managing the customary flow of people to conduct traditional activities, meeting and assessing arrivals and departures to ensure they comply with the Treaty requirements for traditional movements of people and the movement of goods.

Our ideal candidate

 

The ABF is looking for people who have the capacity to work closely with elected Councillors as well as the local community to manage the traditional flow of people and report on any other movements in the region. BMOs play an important role in border protection.

 

 

Duties and responsibilities

 

  • Meeting and assessing arrivals and departures to ensure they comply with the Treaty requirements for traditional movements of people and the movement of goods.
  • Maintain accurate records of Traditional Treaty visitors movements.
  • Provide accurate and timely reports to the Thursday Island District Office.
  • Support the wider BMO network including backfilling or working on other islands as required.
  • Liaise regularly with the Torres Strait Island Regional Council and attend and speak at community meetings as the ABF representative.

 

 

Additional information

 

The following would be considered highly desirable:

 

  • First Aid and CPR or ability to obtain
  • Working with Children Check or ability to obtain
  • An extensive awareness of Torres Strait Islander traditional protocols would be advantageous
  • It would be highly desirable if the applicant speaks any of the following languages - Kalaw Kawaw Ya (KKY), Kala Lagaw Ya (KLY), Creole, Pidgin

 

 

Evidence of heritage

 

Shortlisted applicants will be required to provide confirmation of Aboriginal and/or Torres Strait Islander heritage.

 

A confirmation must stipulate that a person:

 

  • is of Aboriginal and/or Torres Strait Islander descent; and
  • identifies as an Aboriginal and/or Torres Strait Islander person; and
  • is accepted as such by the community in which they live, or formerly lived.

Confirmation of Aboriginal and/or Torres Strait Islander heritage can be provided by a wide range of Aboriginal and Torres Strait Islander organisations and bodies, and commonly include, but are not limited to, the following:

 

  • Aboriginal and Torres Strait Islander Land Councils;
  • Aboriginal and Torres Strait Islander Corporations (Aboriginal and Torres Strait Islander Corporations can be incorporated under the Corporations (Aboriginal and Torres Strait Islander) Act 2006, the Corporations Act 2001, or other states and territory legislation);
  • Aboriginal and Torres Strait Islander medical services.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

​The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.

 
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
