Chief Operating Officer Group | Finance Division | External Budgets & Revenue | External Budget Coordination

 
The position is within the External Budgets and Revenue Branch. The branch is responsible for the effective and efficient management of the portfolio's input into the Commonwealth Budget process, the provision of high level strategic financial advice and contract related support for specified Administered programs, and the tracking and analysis of the collection of revenue for the Department (including the management of debts to the Commonwealth). 
 
The section prepares and produces the Department's Budget Documents - including the Portfolio Budget Submission, New Policy Proposals and the Portfolio Budget Statements. The section also coordinates budget documents on behalf of the portfolio and manages engagement with portfolio agencies.

Duties and responsibilities

 

As the Assistant Director, Portfolio Liaison Officer, you will be responsible for the management of the relationship with portfolio agencies. This includes reviewing input into the Portfolio Budget Submission, Portfolio Budget Statements, Portfolio Additional Estimates Statements and other budget related artefacts, as well as ad hoc advice and requests.  

 

You will support portfolio business areas and work closely with teams across the branch and the Chief Finance Officer on portfolio matters.

 

You will provide support across the portfolio to ensure the delivery of the Commonwealth Budget. 

 

  • Be the primary point of contact for communication and engagement on Budget matters with the Portfolio Agencies
  • Managing the flow of documents, submissions and other materials between portfolio agencies, the Department, central agencies and Offices
  • Building and maintaining trusted working relationships with key internal and external individuals and groups
  • Helping stakeholders understand and navigate complex budget processes, including providing advice and guidance on resolving technical issues
  • Assisting internal teams with high priority tasks and activities that link into the portfolio as directed.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
