The Australian Border Force (ABF) is an operationally independent body under the Home Affairs Portfolio. The ABF is responsible for operational activity that supports the Australian Government's border protection, investigations, compliance, detention and enforcement functions.
Within the ABF, Civil Maritime Sustainment Branch (CMSB) is responsible for the capability management and sustainment a fleet of air and marine surveillance, patrol and response assets. Our capabilities include ocean going patrol boats, shallow water and coastal response vessels and contracted aircraft. AMCB also provide command, operational and logistical support in support of the ABF's operational objectives.
The Civil Maritime Sustainment Branch operates in a complex, challenging and changing environment that is characterised by a continual high tempo of operations.
The Cape Class Patrol Boat Contract Management Section provides contract management and contract administration functions, including stakeholder engagement for the In-Service Support (ISS) arrangements for the Cape Class Patrol Boats (CCPB), delivered through sustainment contractors.

Our ideal candidate
Cape Class ISS Contracts plays a critical leadership role within the Civil Maritime Sustainment Branch (CMSB), embedded in the Cape Class In-Service Support (ISS) Contracts Team. While the role sits within the contract management function, its primary focus is on financial oversight, governance, and strategic performance management of a high-risk, high-value (HRHV) sustainment contract and a strategic Memorandum of Understanding (MoU) with the Department of Defence.
Operating with a high degree of autonomy, the role ensures robust financial stewardship, supports maritime capability outcomes, and drives compliance with Commonwealth financial frameworks. The position is Canberra-based and contributes directly to the operational readiness and performance of the ABF Cape Class fleet through financial leadership and contract assurance.
Duties and responsibilities
The responsibilities of the Contracts Performance and Finance Manager may include:
- Lead financial management of the Cape Class ISS HRHV contract and MoU with Defence, including budget planning, expenditure tracking, and financial risk mitigation
- Oversee contract performance, ensuring service levels and deliverables meet agreed KPIs and financial benchmarks
- Prepare formal documentation such as financial briefs, performance reviews, contract variations, and extensions in line with legislative and ABF policy frameworks
- Provide authoritative financial advice to support procurement planning, contract transition, and sustainment strategy development
- Mentor APS6 Contract Officers and contractors, building financial literacy and contract management capability across the team.
Additional information
Desirable
- Certificate IV or Diploma in Government Procurement and Contracting (or progress toward)
- Qualifications in finance, accounting and auditing
- Familiarity with ABF systems and contract management tools, including EasySAP and AusTender
- Experience in maritime or defence sustainment environments
- Experience supervising or mentoring staff and building financial and contract management capability.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
