National Operations | Customs Compliance Enforce & Target | Illicit Tobacco & Vape Enforcement | Illicit Tobacco Taskforce

 

The Illicit Tobacco Taskforce (ITTF) is an Australian Border Force (ABF)-led Taskforce that draws on the expertise and advanced capabilities of the ABF, the Department of Home Affairs, the Australian Criminal Intelligence Commission (ACIC), the Australian Taxation Office (ATO), the Australian Transaction Reports and Analysis Centre (AUSTRAC) and the Commonwealth Director of Public Prosecutions (CDPP) whose mission is to target, disrupt and dismantle serious actors and organised crime syndicates that deal in illicit tobacco. The ABF component of the ITTF consists of the following teams:

 

  • Jurisdictional Strike Teams (JST) - There are four (4) Inspector led JSTs, located in NSW, VIC, QLD and ACT. These teams are comprised of investigators and targeting/customs specialists to support ITTF operations
  • Governance, Reporting and Operational Coordination (GROC) - This team is comprised of operational support and coordination officers to enable the operational activities for the ITTF

 

The Governance, Reporting and Operational Coordination team serves as the front door to the ITTF and is responsible for a wide range of strategic, business and operational support functions. This includes the maintenance of the ITTF's strategic framework, effective performance reporting, executive briefing and governance committee management. The section also provides BAU business support functions to support the section and to the wider branch as necessary. The section also performs operational coordination and targeting support to the ITTF investigation teams to support operational activities.

Our ideal candidate

 

As a Border Force Supervisor, you will work collaboratively with internal and external stakeholders to build and maintain relationships to support ITTF operational coordination, engagement and reporting, and performance outcomes. You may supervise a small team responsible for delivering on key objectives. The officer will be required to train, develop and mentor team members and assist in identifying career and development needs for both self and team members.

 

The ITTF is seeking candidates across three distinct streams of effort within the Governance, Reporting and Operational Coordination (GROC) team. Operational Coordination, Governance and Business Support, and Strategy and Reporting. All three roles report to Inspector ITTF GROC and would be required support other lines of effort within the team as required.

 

Operational Coordination

 

  • Develop and support critical planning, coordination and response to illicit tobacco related operations, achieved through collaborative relationships across internal and external stakeholders.
  • Utilise corporate planning frameworks to develop, plan, implement, monitor and measure operational effectiveness of ITTF operational effects.
  • Assess, forecast and recommend adjustment to ITTF capabilities, review risks and identify opportunities against emerging serious organise crime threats using effects based planning principles.

 

Governance and Business Support

 

  • Support essential functions of the ITTF including budget management and reporting, staffing strategy, recruitment and on boarding.
  • Provide advice and assistance regarding the ITTF's governance requirements, and the preparation of agenda items, to ensure that the ITTF's decision making bodies consider high-level, concise papers.
  • Drafting briefings and correspondence for ITTF engagement with ABF Parliamentary and Ministerial processes, other senior government stakeholders, and international partners.

 

Strategy and Reporting

 

  • Proactively develop short, medium and long term strategy to best position ITTF and its partner agencies to deliver its mission within the constantly evolving operational environment.
  • Lead regular reporting requirements, including reporting against ITTF risk control profiles and quarterly reporting for the ITTF's performance monitoring.
  • Coordinate and draft responses to media enquiries and information disclosure requests for ITTF-related information, including Freedom of Information requests and subject specific talking points.

 

This is an exciting opportunity to work within a collaborative team environment and take the lead on shaping and driving the ABF's response to illicit tobacco. The Governance, Reporting and Operational Coordination team engages with multiple operational and corporate line areas across the ABF to capture outcomes and monitor progress to inform the ITTF's operational direction. It is an opportunity to build relationships and champion new ways of working that support the ABF fulfilling its government commitments. The breadth and depth of the role will allow the officer to be a creative problem-solver and build capability as a subject matter expert, while collaborating with colleagues and generating a positive team culture.

 

Duties and responsibilities

 

Operational Coordination

 

  • Contribute to operational planning and appreciation for ITTF operations. Facilitate and coordinate the development of concept of operations and after action reviews upon operational activity completion.
  • Coordinate Operational Planning, Tasking and Incident Coordination System (OPTICS) reporting, management and quality assurance of ITTF OPTICS entries. Leverage OPTICS to report into a range of ABF operational committees, National Coordination Unit (NCU) and Australian Border Operations Centre (ABOC).
  • Maintain awareness of upcoming court outcomes for ITTF investigations and coordinate associated updates within ITTF operational tracking systems.
  • Proactively develop, review and update ITTF operational plans and policy/procedural documents to position the ITTF to deliver on its mission.
  • Maintain readiness of ITTF capabilities to respond to planned and unplanned events.
  • Support the stand-up of an Incident Control Centre (ICC) during ITTF operations.

 

Governance and Business Support

 

  • Acquire and apply comprehensive knowledge of policy, procedures and guidelines to situations to make rational judgements and decisions from the available information.
  • Undertake analysis and liaison to inform program management requirements.
  • Prepare and deliver correspondence, reports, and procedural documents on behalf of the ITTF.
  • Undertake secretariat functions for the ITTF's National Illicit Tobacco Management Group (NITMG), and support the Inspector in performing the secretariat role for the National illicit Tobacco Senior Management Group (NITSMG).
  • Prepare correspondence and papers on behalf of the NITMG and NITSMG Chair, including maintenance of the committee's terms of reference.
  • Prepare minutes to a high standard, and assist in monitoring and follow-up of action items.
  • Contribute to ministerial and executive briefing products, including; Ministerial Correspondence, Question Time Briefs, Senate Estimates Briefs, and Questions on Notice.
  • Management of ITTF Evidence Room holdings and associated investigations compliance activities.
  • Provide assistance to the ITTF on HR and business related functions including recruitment, on-boarding support, and business continuity planning.
  • Support the Inspector in delivering finance functions including managing ITTF partner agency payments under the Joint Agency Agreement (JAA).
  • Maintain oversight and management responsibility of the ITTF group mailbox.

 

Strategy and Reporting

 

  • Support the development and maintenance of the ITTF's strategic frameworks (international, domestic and communications strategies).
  • Identify areas for strategy to adapt the efforts of the ITTF to the shifting operating environment.
  • Engage with ITTF partner agencies on elements of the JAA, including performance monitoring, dispute resolution, re-negotiation of agreements or other supporting documents.
  • Lead the ITTF's reporting obligations, including regular ITTF and broader business reporting (e.g. ABF Risk Control Reporting).
  • Coordinate and manage the ITTF Annual and Quarterly Reporting, manage the ITTF dashboard reporting function.
  • Identify areas for process improvement including data analysis and driving automated and integrated solutions for data analytics.
  • Prepare responses for media and information disclosure requests such as FOI.
  • Contribute to the ABF's legislative and policy work to support illicit tobacco investigations and disruption of organised crime.

 

Additional information

 

The Border Force Supervisor Coordination is expected to have experience of the following:

 

  • Demonstrated experience in a coordination role
  • Ability to obtain and maintain an Australian Government Negative Vetting Level 1 clearance and Employment Suitability Clearance (ESC)
  • Some positions within the ABF require the occupant to meet Border Force Officer essential qualifications. If successful for one of these positions, candidates are required to:
    -    attain and maintain relevant medical, fitness and psychometric standards
    -    swear an oath or make an affirmation
    -    actively participate in career management (postings and deployments)
    -    be uniformed if the position requires.
  • Accurate keyboard skills and proven ability to enter data with a high degree of accuracy and efficiency
  • Microsoft Office Suite


Preferred Role Requirements and Qualifications


The Border Force Supervisor Coordination is preferred to have experience or an understanding of:

 

  • Understanding of/willingness to learn operational planning, investigations related compliance and planning discipline and ABF reporting obligations, reporting and related processes.
  • Excellent written communication skills, high degree of accuracy including appropriate grammar and the ability to communicate complex ideas and outcomes in a clear, concise and logical manner.
  • Competency with the use of Parliamentary Document Management System (PDMS), Goods Management Systems (GMS) and the Department's Budget, Reporting and Costing System (BRACS) and easySAP HR functions, Connected Services platforms and tools (as necessary) and the ability to maintain access.
  • Display high standards of integrity, a demonstrated ability to problem solve and make informed decisions.
  • Be flexible and adaptable to change in business priorities.

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
