The Cargo and Trade Systems is responsible for providing ICT solutions for the Australian Border Force and the Department of Home Affairs. We provide reliable and resilient ICT solutions to facilitate the movement of legitimate goods and people across Australia's international borders. We build, enhance and support a range of systems in the trade and cargo domain, servicing both internal and external users. Our systems enable people and cargo movements and intelligence gathering around environmental threats like foreign interference. We operate by the Department`s core strategies and blue prints and directly contribute towards the Unity, Prosperity and Security of Australia.

Our key focus is developing robust technology solutions that include integration of disparate systems to reduce duplication, automation of tasks and migration to modern technologies. We provide specialist technical services and deliver bespoke and customised off the shelf products across the Cargo, Trade and Intelligence domain for border clearance.

Our ideal candidate

 

  • An energetic leader in delivery of projects and work programs 
  • Experience in ICT delivery using waterfall and agile methodologies
  • Apply knowledge to recognise and comprehend potential risks and issues, develop workable remediation plan and exercise judgment to make logical and balanced decisions
  • Excellent written and verbal communication skills. Anticipate and identify relevant stakeholders' expectations and concerns and adapt communication style to present messages in a clear, concise manner
  • Experience with and ability to quickly learn new tools and technology required for managing and tracking progress and delivery of projects and software development, including financial management tools.

 

Duties and responsibilities

 

  • Liaise with ABF and other internal and external stakeholders to plan, coordinate implementation to timely deliver projects and work program, and manage 24/7 production support for critical operational border systems and infrastructure
  • Coordinate technical assessment and triage of business requests with technical teams and plan implementation and delivery by leading team engagement with internal and externals stakeholders including business, other Government agencies, technical SMEs, vendors, and staff as required
  • Manage team efforts to create and maintain Detailed Business Analysis and Detailed Design Specification documentation for IT systems and maintain records management standards in accordance with the Recordkeeping Practice Statement, Instruction and Guidelines
  • Supervise direct reports, managing workload and performance, including monitoring change and release deliverables against scheduled commitments. Lead and supervise implementation of production changes liaising with vendors, software service providers, developers, change managers and business following Departments Change and Release Management framework
  • Represent the section (or the Department) at delivery meetings or other trade related forums with Other Government agencies and Industry.

 

Additional information

 

  • Knowledge of the Integrated Cargo System and other operational cargo and border systems would be advantageous.
  • Undertake research to identify, analyse and review requirements, issues and problems.
  • A background in project management, financial management and schedule management would be advantageous.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
