Chief Operating Officer | Integrity Security & Assurance | Audit & Assurance | Detention Assurance and Reporting Section

 

Detention Assurance and Reporting Section (DARS) undertake a range of onshore detention related assurance and reporting activities on behalf of the Department and the Minister.

 

Our Detention Assurance (DA) team leads a risk-based program of, planned and ad-hoc, reviews supporting commissioned enquiries into critical or extra-ordinary detention-related matters. DA steward's recommendation implementation during stakeholder planning phase to improve the detention capability while also tracking implementation of recommendations through to formal closure.

 

The Reporting and Tabling team provide independent, objective, reports to the Commonwealth Ombudsman's Office relating to circumstances of individuals in long-held immigration detention for an accumulated period of two years and each successive period of six months after that. The team is also responsible for preparing the Minister's response to recommendations from the Commonwealth Ombudsman on long-term detainees, and to fulfil the Minister's obligations under the Act ensuring responses are tabled in both Houses of Parliament.

Our ideal candidate

 

Our ideal candidate will have a curious mind together with an assurance and/or analytical report writing background with:

 

  • Experience in conducting objective, independent, assurance assessments through a governance, risk management or compliance lens.
  • High-level written and verbal communication skills.
  • Great attention to detail and accuracy.
  • The ability to work with large data sets of information, objectively assessing them.
  • Proven time management skills with a demonstrated ability to work under pressure and meet reporting deadlines and statutory timeframes.

 

Duties and responsibilities

 

  • Undertake independent, objective, assessments and reporting on the circumstances of persons in long-held detention, transitory persons and those no longer in detention in accordance with section 486N of the Migration Act.
  • As required, assist with the management of case allocations and ensure balanced and considered allocation of cases for assessment among the team.
  • Support and assist managing the completion all administrative and coordination tasks in relation to batch preparation for statutory reporting to the Commonwealth Ombudsman.
  • Support the management of section operations including managing sectional mailboxes supporting triage of correspondence for actioning, ensuring all correspondence between the team and internal and external stakeholders are filed in accordance with record keeping requirements as well as apply judgment in flagging any urgent or sensitive matters.
  • Ad hoc tasks to support the Director, two Assistant Directors, and work of the section as required in accordance with work-level standards.

  • Demonstrated high-level research and analytical skills.
  • Ability to interpret and apply legislation and policy.
  • Ability to manage a varied caseload in a timely and efficient manner in accordance with agreed performance expectations.
  • Demonstrated resilience in dealing with sensitive and serious matters confidentially and professionally.
  • Ability to use or learn how to use various departmental IT systems.
  • Previous experience in a similar role undertaking governance assurance, risk management and/or compliance assessments and reporting would be an advantage.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
