The Risk, Data and Insight Systems (RDIS) Branch delivers and maintains critical ICT systems capability to business areas across Home Affairs, the Australian Border Force (ABF), the National Emergency Management Agency (NEMA) and the Cyber and Infrastructure Security Centre (CISC).

Our ideal candidate is someone:
- Who can develop a good understanding of the operating environments of the business areas that our systems support
- Is able to lead and coordinate the development of agile and innovative solutions for the operational challenges faced by the business areas, especially ABF and NEMA
- Is able to develop capability options, business cases and funding options to ensure ongoing strategic alignment and relevance for the systems we build in support of ABF and NEMA
- Has relevant geospatial or operational data analysis skills
- Has an understanding of Australia's maritime environment and the ABF's activities in the maritime domain.
Duties and responsibilities
The position is responsible for ensuring ICT services and support for the Australian Border Force Maritime Border Command in their National Security role protecting Australia from national security and criminal threats, and support national resilience, through effective national coordination, policy and strategy development, and regional cooperation. The position is an enabling role providing both ICT services and data for ABF intelligence, operations and planning.
Manage Section resources and oversee ongoing support and maintenance of the:
- Maritime Domain Awareness capabilities including Common Operating Picture, Threat and Risk Assessment and Maritime Surveillance & Response Planning
- Emergency management common operating picture, data analytics and related geospatial capabilities
- Noggin, the platform hosting incident management applications of the ABF and NEMA
- Enterprise Geospatial Platform including supported applications and products
- Foster productive relationships within the Department and with external stakeholders such as Defence, AMSA, AFMA, NEMA and Geoscience Australia
- Develop capability options, business cases and funding options to ensure ongoing strategic alignment and relevance of the Maritime Operational Surveillance, Emergency Management, Situational Awareness, Geospatial Analysis and Operational Data Visualisation Capabilities
- Manage projects resourcing and delivery outcomes, ensure capabilities being develop are 'fit for purpose' and of the agreed quality
- Identify resource and skill gaps against organisational changes and emerging issues, proactively addressing them to ensure the availability of resources to meet objectives and priorities, including 24/7 systems support capabilities as required.
Additional information
The role requires well-developed stakeholder engagement and relationship management skills and an ability to establish and maintain key strategic internal and external networks. A client-centric focus, whilst balancing the needs of ICT Division and Cyber security makes this a challenging role. The ability to address client needs in a timely and cost effective manner is essential.
The role operates under broad direction to deliver quality outcomes for the Situational Awareness and Response Section and requires the management, coaching and development of a team that not only develops new solutions, but supports systems on a 24 x 7 basis.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Negative Vetting Level 2 (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
