The Cargo and Trade Systems (CTS) is responsible for providing ICT solutions for the Australian Border Force (ABF) and the Department of Home Affairs. CTS systems enable safe movement of cargo and people crossing Australian borders including intelligence gathering around bio security and other environmental threats. We operate by the Department's core strategies and blueprints and directly contribute towards the Unity, Prosperity and Security of Australia, working in close collaboration with the ABF.

Our ideal candidate

 

  • A strategic leader with 10+ years' experience in software development 
  • Strong technical development and leadership background to provide guidance and direction to teams, aligning priorities with enterprise and Government strategies
  • Expert knowledge of a range of software and tools and their appropriate use to achieve intended business outcomes 
  • Strong communication skills to convert technical risks and issues into minutes and briefs for senior executives and communicating them through appropriate escalation channels
  • Broad understanding of emerging technologies and ability to evaluate potential impacts, threats and opportunities in a Government setting.

 

Duties and responsibilities

 

  • Manage and oversee development and system enhancements through hands-on system enhancements and leading a team of developers
  • Mentor and nurture high performing technical teams by fostering knowledge sharing in an often high-pressure environment
  • Design, develop and deliver quality software products through collaboration and leveraging subject matter expertise across various competencies both internally and through vendor engagement
  • Lead by managing competing priorities while championing industry best practices and integration with modern platforms within the Department and with other Government agencies
  • Identifies, evaluates and recommends technology options to business problems and implements solutions as appropriate.

In addition to the technical side of the role, the position interfaces with many other areas in the organisation to provide direction and advice in relation to the Cargo and Trade systems.

 

The role requires well-developed stakeholder engagement and relationship management skills and an ability to establish and maintain key strategic internal and external networks. A focus on and responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution. The ability to fully address client needs, enhancing the capabilities and effectiveness of client personnel, by ensuring that proposed solutions are properly understood and appropriately explored.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
