About our team

 

Chief Operating Officer Group | Finance Division | External Budgets & Revenue | Various

 

The External Budgets and Revenue Branch is responsible for managing the external budget process for the Department of Home Affairs including costings for New Policy Proposals (NPP) as part of the whole-of-government budget process; Cabinet and ministerial submission coordination; delivering the Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES) documents; and management of the Portfolio's funding models and revenue collection. 

 

The Branch has four Sections:

 

  • The External Costings Section is responsible for costing new policy proposals across Home Affairs providing expert technical advice working closely with business areas and agencies across government to ensure key priorities are funded
  • The External Budget Coordination Section coordinates budget documentation for the Home Affairs portfolio. The Section tracks and reviews new policy proposals, Cabinet submissions and provides advice and assistance to business areas and portfolio agencies in respect of budget matters
  • The Revenue Management Section manages more than $20 billion in revenue collections on behalf of the Australian Government. The Section is responsible for forecasting and reporting of administered revenue, overseeing accounts receivable and debt management
  • The Administered Financial Management Section provides advice, analysis and support in relation to the Onshore Immigration Detention Network and the Offshore Regional Processing, month end processing, internal budget management and executive reporting.

Duties and responsibilities

 

  • Communicate effectively with internal and external stakeholders to gather and analyse information, supporting a timely, accurate and effective costings process that ensures the appropriate funding outcomes for the Department
  • Ability to develop an understanding of the external budget, costings, departmental and public policy processes working with the Assistant Director and Director to deliver costings
  • Build productive working relationships with the Department of Finance and the Home Affairs Finance Division to support the costing process
  • Understand Cabinet and budget processes including the Budget Process Operational Rules (BPORS), and demonstrate integrity in handling information
  • Deliver accurate and high-quality work within tight timeframes
  • Understand and contribute to the preparation of advice on New Policy Proposals, Ministerial Submissions and Cabinet Submissions related to costings
  • Use analytical tools such as Excel to develop costings accurately and on time.

 

 

Additional information

 

  • Understanding of the Australian Government financial framework and financial reporting requirements is desirable but not essential
  • Tertiary qualifications or relevant experience in finance, accounting, economics, statistics, or mathematics
  • For Revenue Management roles: Experience with data analysis and modelling using R, SQL, or Teradata is highly desirable.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
