Chief Operating Officer Group | Procurement Property & Contracts | Specialist Procurement 

 

The Procurement, Property and Contracts Division (PPCD) provides strategic direction and support to the Department of Home Affairs (Department) to drive effective, efficient and value-added procurement planning, sourcing and contract management aligned with the organisation's strategic priorities and business needs.

 

PPCD provides advice and support to business areas across the Department, Australian Border Force (ABF) and the National Emergency Management Agency (NEMA) on a range of procurement and contract management matters, including procurement processes, compliance with procurement policies, guidelines and rules, contract management tips, etc.

 

PPCD includes a Specialist Procurement Branch that leads large complex and high value procurement processes on behalf of the Department. These processes are often multi year in nature and require deep engagement with wide ranging internal and external stakeholders to ensure that the procurement strategy underpins, and is appropriate, for the Department and its agencies to achieve their strategic outcomes.

Duties and responsibilities

 

  • Strategic procurement leadership
    • Translate organisational strategy into complex procurement strategies in consultation with business partners that deliver measurable impact in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required.
    • Oversee end-to-end procurement activities for major projects, categories, or programs with multiple stakeholders.
    • Conduct and manage the progression of complex procurement processes that comply with the departmental policies and procedures, the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013.
    • Deliver measurable value for money outcomes beyond cost (e.g. innovation, sustainability, social value). 
  • Stakeholder and supplier engagement
    • Build strong, trust-based relationships with internal and external stakeholders.
    • Influence decision-making, aligning procurement outcomes with organisational goals.
    • Balance competing priorities and negotiate effectively with diverse stakeholders.
  • Commercial and risk management 
    • Apply commercial acumen to develop procurement strategies, tender documentation, pricing frameworks, evaluation frameworks, and performance management frameworks that are designed to deliver value for money.
    • Support the Director in critical negotiations, achieving effective solutions in challenging relationships, ambiguous and conflicting positions.
    • Deep understanding of contract terms and conditions including risk posture and how this flows through to negotiations.
    • Anticipate and manage risks to ensure compliance, probity and organisational resilience.
  • Leadership and capability development
    • Lead, coach and mentor a team to deliver high performance in complex and changing environments.
    • Model a values-based leadership style that empowers others and builds procurement capability.
  • Innovation and sustainability
    • Drives initiatives that integrate innovation, sustainability, and social value into procurement practice.
    • Ensure procurement contributes beyond cost to support organisational resilience and reputation.

 

Additional information

 

  • Strong understanding of the Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act 2013 (PGPA Act).
  • Minimum mandatory requirement of Cert IV in Government (Procurement and Contracting) or the ability to acquire within 12 months.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
