Chief Operating Officer Group | Chief Medical Officer | Detention and Migration Health Clinical Advisory

 

The Detention and Migration Health Clinical Advisory Section (DMHCAS) within the Clinical Advice and Assurance Branch (CAAB) comprises clinical advisors - including Medical Officers of the Commonwealth and Registered Nurses - who specialise in detention and migration health. The Detention Health Clinical Advisory Team (CAT) provides evidence based clinical advice and quality assurance to support health service delivery within Australia's immigration detention network and regional processing centres, including the review of complex cases and incidents. The Migration Health CAT supports implementation of Government health requirements for temporary and permanent visa applicants.

Registered Nurses (RNs) in DMHCAS contribute to the coordination and implementation of clinical assurance programs and provide subject matter expertise, including high level technical writing for assurance reports and designated projects. The RNs also provide clinical expertise to inform health related contractual and procurement activities, preparing complex reports and briefings on relevant health themes. RNs also collaborate with other CAT members and CAAB teams to develop and maintain high quality training materials and support tools, including Standard Operating Procedures, Work Instructions and other departmental documents. The role also supports stakeholder engagement and contributes to building organisational trust in CAAB.

Our ideal candidate

 

We are seeking a suitably qualified, enthusiastic, collaborative and hard-working Registered Nurse to join our team. As an RN within the Detention Health Clinical Advisory Team, you will work with other team members to develop and deliver evidence-based audit tools across the portfolio and assist with the development and implementation of clinical assurance programs for the immigration detention network and regional offshore processing centres. We are looking for candidates with the following qualities:

 

  • The ability to communicate effectively with diverse audiences and contribute to a positive, inclusive and collaborative multidisciplinary team culture through respectful, clear and adaptable written and verbal communication.
  • The ability to engage constructively with internal and external stakeholders, including health and wellbeing service providers and colleagues from the Australian Border Force (ABF), fostering collaborative relationships that support effective service delivery and shared outcomes.
  • The ability to communicate and make decisions that are based on professional judgement, evaluating risks and in the context of complex and changing environments.
  • Have a detailed understanding, or ability to quickly obtain understanding, of the department's policy, program and operations and the political environment in which it operates.

 

Duties and responsibilities

 

As an RN within the Detention Health CAT, you will be required to:

 

  • Coordinate and conduct desktop, virtual and onsite clinical assurance over the delivery of contracted health service providers at department sites and work locations in Australia and overseas.
  • Draft high quality written reports which are tailored to audience and context and demonstrate a blend of technical expertise and clear communication skills, with an ability to modify messaging as needed to support robust decision-making.
  • Draft and provide input into briefs and correspondence regarding health risks and complex issues specific to detention health, migration health or staff health. 
  • Provide evidence-based advice on health systems and data analysis, standards, clinical indicators, policy, procedural instructions and SOPs, and as required, lead or participate in education and research related to health, clinical governance and quality improvement.
  • Conduct risk assessments of clinical incidents and cases of concern and escalate risks, as appropriate, in a timely manner.
  • Review complex and sensitive issues relating to internal and external stakeholders, including provision of health services by contracted health service providers.
  • Adhere to departmental operating, record keeping and security policies.

 

Additional information

 

Mandatory role requirements/qualifications:

 

  • Tertiary qualifications in Nursing
  • Current registration with the Australian Health Practitioner Regulation Agency (APHRA)
  • Previous employment as a Registered Nurse (minimum of 5 years)
  • Demonstrated experience in healthcare quality and risk leadership with strong knowledge of NSQHS Standards, accreditation and regulatory frameworks
  • High level of professional integrity and respect for privacy of health information. Knowledge of consent, privacy principles and information sharing processes

Desirable role requirements/qualifications:

 

  • Post-graduate qualifications in a relevant field or in the process of obtaining a higher-level qualification (for example, qualifications in quality assurance and improvement, public health, clinical governance)
  • Previous experience working as an RN in detention health, corrections health, primary and community or mental health settings
  • Previous experience with clinical governance, oversight and assurance for a contracted health and wellbeing service provider
  • Expert technical writing skills, particularly in quality assurance and clinical governance
  • Ability to quickly learn multiple electronic information systems
  • Previous APS experience
  • Baseline security clearance

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
