National Operations | ABF Operational Capability | Border Capability Delivery 

 

The Border Capability Delivery (BCD) Branch in the Australian Border Force (ABF) guides and supports the management, development and enhancement of operational capability to meet the ABF's needs by representing and advocating for the ABF in capability development, program design and implementation, and technology management.


The branch is responsible for over 90 ICT-based ABF business (operational) systems and has oversight and delivery of the ABF's Cargo and Mail Capability, Traveller Capability and Stand-Alone Projects delivery programs.


BCD consists of seven sections that collectively contribute to the overall success of BCD's mission to enhance ABF operational systems and drive efficient technology management across its functions.

Duties and responsibilities

 

The successful candidate will:


Border and Cargo Operational Systems Section

 

Level 1 Technical Support Team

 

  • Manage complex customer enquiries via telephone, email and written correspondence, including in the context of non-routine circumstances
  • Provide specific program, service or policy information to customers
  • Maintain, enhance and develop professional relationships with key external stakeholders and external business partners in the cargo industry environment.

 

Level 2 Technical Support / User-Acceptance Testing (UAT) Team

 

  • Contribute to the delivery of Change Management activities 
  • Provide specific program, service or policy information to customers
  • Apply innovation initiatives to maximise the benefits of change and contributes to the improvement in quality and efficiency of services
  • Undertake systems validation and verification testing within prescribed parameters
  • Assist and draft with identification and implementation of systems improvement initiatives.

 

Border Systems Support Section (Movement Record and Passenger Cards Team)

 

  • Experience in preparing documentation and retrieval of data within systems in response to requests
  • Experience in undertaking complex and time critical data matching
  • Experience in internal and external stakeholder engagement including possible court attendance
  • Experience in undertaking system and user auditing.

 

Additional information

 

Desired:

 

  • Experience in project/program management and/or program governance (highly desired for some roles)
  • Strong understanding of project/program management techniques, methodologies and deliverables
  • Operational use and management of critical business systems 
  • Understanding of Standard Operating Procedures (SOPs) & Procedural Instructions (PIs).

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
