About our team
Chief Operating Officer Group | Procurement Property & Contracts | Property | Property Contracts, Housing and Panels
The Property Branch, within the Procurement, Property and Contracts Division, facilitates the planning, procurement, leasing and management of the Department's commercial and residential accommodation in Australia and overseas. This includes capital works infrastructure to support the needs of the Department, including the onshore Immigration Detention Network (IDN).
The Branch comprises the following eight sections - Business Continuity Management; Capital Works and Infrastructure; Corporate and Facilities Program; Facilities Management; Property Contracts, Housing and Panels; Property Projects, Property Strategy, Leasing and Governance; and Spatial Management (including Agile Ways of Working).
There are current vacancies within the following sections:
Property Contracts, Housing and Panels manages:
- The Department's property services contract under the Whole of Australian Government (WoAG) Deed of Standing Offer
- All onshore staff housing occupancies and capital projects
- Property service procurement for Property Branch, including panel arrangements for use by multiple Commonwealth entities.
Spatial Management manages:
- Workstation allocations, block and stack activities, and support large staff relocations
- Guidance and training in the use of occupancy planning software platform, including assisting with occupancy scenarios for interstate relocation planning
- Exploring new ways of working to maximise the efficient use of office space and providing staff with a more flexible and dynamic way of working.
Capital Works and Infrastructure manages:
- The Department's annual capital works programs for both Departmental property holdings - onshore and offshore - and Detention facilities onshore (including Christmas Island and Cocos Keeling Islands).
Property Projects manages:
- Medium and large-scale onshore accommodation construction and refurbishment projects.

Duties and responsibilities
- You will assist in the establishment and ongoing management of multiple property-related procurement panel arrangements and provide technical advice and support to panel users
- You will manage the delivery of multiple projects within the annual capital works programs, according to the Department's project management framework, on time and within budget
- You will manage the procurement and contracting of relevant goods and services, including project management, building design, building certification, cost planning, head works contractors, furniture and equipment
- You will lead data analysis and associated research to guide the Department's accommodation model and best practices
- Develop and maintain a quality assurance program for Departmental Occupancy Data
- Assist with phases of relevant project works, scope development, and project delivery and close out.
Additional information
- Previous experience and/or qualifications in procurement and contract management, property management, leasing, spatial management and activity based working practices, change management principles, information and communication technology (ICT), or project management would be well regarded
- While you will be expected to regularly attend one of our capital city offices, you are welcome to negotiate flexible working arrangements with your individual manager
- Depending on the role, you may be required to undertake travel at times
- You'll be part of a national team that reports to a section Director located in Canberra

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
- ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
- Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
