The Technical Surveillance Unit (TSU) delivers specialist technical solutions to enhance ABF surveillance operations. This includes the design, deployment and management of sensitive surveillance methodologies, technologies and tools. Technical Surveillance Operatives utilise advanced platforms including optical, audio and RPAS-based systems to discreetly collect intelligence. TSU also provides technical support to physical surveillance operatives and ensures that technical capabilities remain contemporary, risk-assessed and compliant with legislative frameworks.

Our ideal candidate

  • Skills in a specialist discipline relevant to Surveillance & Monitoring Operations (IT, Electronics, Communications);
  • Significant knowledge of commercial electronic technologies including wireless communications, computer operating systems, computer hardware and computer networks;
  • Ability to work on-call, extended hours or outside business hours as operationally required and undertake domestic travel.

 

Duties and responsibilities

The Supervisor in the TSU leads and manages technical surveillance in support of NTO and will undertake the following duties:

  • Provide leadership and direction on some complex and sensitive technical surveillance matters.
  • Support the Inspector, National Tactical Operations and exercise independence in decision-making to deliver safe and risk-based outcomes.
  • Lead and develop Technical Surveillance Officers, building team capability, setting priorities and ensuring high performance in dynamic and high-risk environments.
  • Oversee the procurement, deployment and effective use of specialist technical surveillance equipment, hardware and software, ensuring compliance with ABF's legal obligations.
  • Drive continuous improvement by developing and reviewing policy, procedures and systems relating to technical surveillance and ensuring alignment with government and ABF priorities.
  • Represent the unit in strategic forums, briefings and governance processes, including audit and assurance activities.
  • Build and maintain productive relationships with ABF commands, partner agencies and external stakeholders, supporting collaboration and knowledge-sharing.
  • Promote and ensure compliance with work health and safety legislation, policies and practices, fostering a safe, engaged and positive work environment.
  • Manage significant resources and assets, ensuring effective planning, forecasting and performance monitoring.

Role Requirements

  • Ability to work on-call, different work time as operationally required, and undertake domestic travel.
  • Maintain mandatory training requirements and demonstrate physical/mental fitness to perform surveillance duties during extended and/or changeable shifts.
  • Verbal and written communication skills with the ability to work within a small team and confidently communicate at all levels.
  • Assist or accept the assistance of other jurisdictions that may become involved in surveillance initiatives, and maintain professional relationships and a spirit of cooperation in such situations as directed.

 

It is a requirement of the successful candidates that they hold (or ability to obtain) the following:

  • Use of Force (UoF) functional fitness and psychometric assessments;
  • Attain and maintain a UoF permit as per the ABF Operational Safety Order (2022);
  • Attain and maintain an Employment Suitability Clearance and NV1 (Secret) security clearance;
  • Have technical aptitude, including with computers and electronic equipment;
  • Practical industry or government expertise in any industry related to the above requirements; and
  • Hold and maintain a valid State/Territory Driver license with no restrictions.

Eligibility

 

To be eligible for the position you must be an Australian Citizen.

 

The successful candidate will be required to obtain and maintain a Negative Vetting Level 1 (AGSVA) security clearance, and:
 

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
     

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
