Disaster Resilience and Recovery (DRR) Group:
The Disaster Resilience and Recovery (DRR) Group within NEMA supports prevention and risk reduction, recovery and reconstruction for Australians impacted by disasters. The Group’s work makes it possible for Australians to rebuild and recover from disaster and become more resilient. There are greater pressures on the Australian Government to meet the needs and expectations of Australians when we face complex and concurrent disaster impacts and the increasing risk of disaster. NEMA is increasing its ability to shape and deliver Australian Government support to these affected communities across the nation.
Branch Overview:
The Insurance Policy and Hazards Insurance Partnership (IPHIP) branch is responsible for the development and implementation of NEMA’s strategic insurance and associated economic policy, including the delivery of the Hazards Insurance Partnership.
The Branch supports the provision of evidence informed policy, knowledge and tools needed for effective and appropriate risk reduction and potential mitigation that can be passed on to consumers.
Position Summary:
The Assistant Director will support the delivery of key policy priorities to contribute to disaster risk reduction. They will contribute to Agency priorities, cabinet and other briefing processes, implementation of Hazards Insurance Partnership (HIP) work and associated Strategic Insurance Projects (SIP) and other related policy development.
They will liaise with Federal, State and Territory Governments and other stakeholders across groups and sectors, collaborating and cooperating to build strong working relationships and deliver positive policy outcomes. This includes drafting of policy papers and briefing for domestic and international meetings, analysis of data and communication of complex information to a range of audiences.
The Assistant Director will be responsive to changing priorities and will provide sound administrative, project and policy advice to the senior leadership team. This role may have direct APS reports.
Specific Duties / Responsibilities:
- Support the delivery of key policies to contribute to disaster risk reduction, recovery and resilience
- Develop and maintain effective relationships with a range of stakeholders, collaborating and cooperating to build strong working relationships and deliver positive policy outcomes. Stakeholders include but are not limited to, Australian Government stakeholders, State and Territory Governments, local councils, industry, charities, and private sector and community groups
- Providing high quality advice on policy development, interpretation and implementation, including preparation of correspondence, communications, reports, ministerial submissions, Senate Estimates briefs, Questions on Notice, Talking Points and information briefs as required. This can often be under pressure and within tight delivery timeframes
- Preparing robust, proactive and innovative written advice based on an understanding of the strategic and policy environment and related issues, evidence from research, stakeholder and user needs and organisational priorities
- Oversighting procurement and contract management of external consultants including administration to achieve agreed deliverables within set timeframes
- Provide strategic advice to NEMA Executives and key stakeholders, which may include representing NEMA at external meetings
- Provide high level strategic, administrative and logistical support to key forums that support cross-portfolio and ministerial level meetings.
Experience/Role Requirements/Qualifications:
- Excellent oral and written communication skills including attention to detail and an ability to clearly advise and influence stakeholders and decision makers
- Strong organisational and analytical skills to interpret and evaluate information, identify trends and solutions
- Demonstrated ability to build capability within teams through coaching, mentoring and feedback
- Experience, understanding or an interest in policy development and/or natural hazard funding at Commonwealth, State or local Government level
- Sound influencing and negotiation skills, and be able to develop effective relationships with a range of stakeholders
- Understanding of relevant government policy, legislative and financial frameworks including Commonwealth procurement rules and guidelines.
