National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:
- Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
- Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
- Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
- Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

National Crisis Operations Branch (NCOB) monitors, reports and advises on emerging or current all hazard events and enables national coordination to ensure domestic and international responses to crises that are timely and effective. These functions support NEMA Crisis Coordination Teams to prepare for and respond to nationally-significant events through the activation of National Plans and coordination of Australian Government non-financial assistance. The NSR is responsible for the National Security Hotline (NSH) and providing whole-of-government all-hazards monitoring, situational awareness, impact analysis and decision support for domestic and international events affecting Australia or Australian interests. Information products produced and coordinated through the NSR are distributed throughout the Australian Government, State and Territory agencies and key industry partners. These functions support NEMA Crisis Coordination Teams to prepare for and respond to nationally-significant events through the activation of National Plans and coordination of Australian Government non-financial assistance. The Australian Government National Situation Room (NSR) sits with the NCOB.
Position Summary:
The NSR is the Australian Government's 24/7 crisis management information and whole-of-government coordination facility. The NSR provides all-hazards situational awareness, impact analysis and decision support for Government. Information products produced and coordinated through the NSR are distributed throughout the Australian Government, State and Territory agencies and key industry partners to ensure they are appropriately briefed on unfolding natural disasters, security and terrorism related incidents or events. The NSR includes the NSH, a vital component of Australia’s efforts to counter threats from terrorism and violent extremism. The NSH receives information from the public relating to national security and foreign interference which is passed to Australia’s law enforcement and intelligence agencies.
Specific Duties / Responsibilities:
The specific duties and responsibilities of the role include:
- Strong stakeholder management experience, including the ability to effectively communicate with external stakeholders and senior leaders
- Oversee and quality assurance of all NSR products and NSH Reports including the Daily All Hazards Report (DAHR)
- Demonstrated ability to shape and drive strategy; be curious, collaborative and solutions-focused and deliver quality outcomes in a dynamic environment with competing priorities in the support of the NSR Director and the Executive
- Excellent oral and written communication skills and management of section finances including the ability to produce information and present data in an inclusive, clear and concise manner in a variety of media for a range of audiences
- Strong leadership, project and stakeholder management, facilitation, engagement and coaching skills
- Good judgement in problem solving, decision making and engaging with risk
- Excellent research, conceptual and analytical thinking skills to inform timely, evidence-based decision making aligned to strategic direction
- Support the NSR Director as needed and required
- Lead the strategic engagement of NEMA’s role in the inter-government Visiting Ships Panel (Nuclear), such as participation in meetings and Port Validations, provision of high-level strategic advice to NEMA Executive
- Produce complex/urgent event creation and notification.
- Assist the Shift Leaders in ensuring ongoing development, maintenance and correct implementation of standard operating procedures, guidelines and other tools to ensure consistency and efficiency within the NSR
- Participate in Crisis Coordination Teams and internal briefings during an incident when required
- Undertake project work, as directed
- Assist the Shift Leader to supervise the work of the team
- Update Delphi distribution lists
- Ensure NSR inbox actioned accordingly.
Other:
- Identify, coordinate and deliver on shift training and upskilling of the team, in collaboration with the NSR Training and Development Manager

- Ensure compliance with Workplace Health and Safety Legislation
- Undertake other tasks related to the role, including project work, as directed.
Experience/Role Requirements/Qualifications:
- Exceptional written and verbal communication skills
- Demonstrated experience in:
- Building and maintaining effective relationships whilst leading a team to deliver quality outcomes
- Developing strategic policy and delivering on business plans whilst maximising the use of available resources
- Developing policies, procedures and guidance material
- Embedding quality control and continual improvement within a regulatory service delivery environment.
- Comprehensive research, interpretation and critical analysis skills
- Excellent organisational and time management skills and the ability to manage competing priorities
- The ability to:
- Lead with influence and make decisions while exercising sound judgement
- Take responsibility for managing work projects and deliverables with a focus on quality and timeliness
- Be responsive and adaptive to changing priorities in a dynamic environment
- Conduct risk assessments and implement a range of controls to support assurance activities
- Lead a small but focused team to achieve outcomes
- Develop the team and build a business administration capability.
- Critical thinking and problem-solving skills to analyse issues and provide suitable solutions
- Depending on the role within the NSR, the ability to process content which may be confronting, challenging and or triggering including terrorism, natural disasters, child sexual abuse material, domestic violence and mental health issues
- Psychometric testing and a work sample assessment may occur.
