National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:
- Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
- Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
- Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
- Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Overview of the Branch and Section:
The Insurance Policy and Hazards Insurance Partnership (IPHIP) branch develops and implements strategic insurance and associated economic policy to support households and communities in high-risk areas to strengthen their resilience and put downward pressure on premiums.
It runs the Hazards Insurance Partnership forum, which brings together representatives from the insurance and reinsurance sector and a range of Australian Government agencies and financial regulators to explore opportunities to improve insurance affordability and availability over time.
The branch also oversees a number of projects to develop and deliver the evidence-informed tools and knowledge needed for government and communities to support risk reduction and mitigation activities.
About the role:
More and more Australians are facing unaffordable insurance premiums and accessibility of insurance policies is declining. Having access to affordable insurance is an important element of a resilient society. We know that disaster risk is a major driver of insurance pricing so NEMA is progressing a range of work with the Treasury portfolio to put downward pressure on insurance prices.
This position will lead a small team delivering key policy, programs and priorities that contribute to disaster risk reduction and lead engagement with the insurance sector. In particular, this section is running a number of projects to develop and deliver evidence-informed tools and knowledge needed for Government and communities to support risk reduction and mitigation activities.
At times staff within NEMA may be required to work outside of standard business hours, particularly during the higher risk weather season.

Specific duties/responsibilities:
- Providing leadership, guidance and strategic direction to the Hazard Mitigation and Consumer Behaviour section
- Providing high quality advice on policy development, interpretation and implementation including preparation of correspondence, communications, reports, briefings and responses to other requests
- Preparing robust, proactive and innovative written advice based on an understanding of the strategic and policy environment and related issues, evidence from research, stakeholder and user needs and organisational priorities
- Building and maintaining effective working relationships with stakeholders, including other Commonwealth organisations, state and territory governments and the insurance sector, to align and embed disaster risk reduction into relevant activities
- Producing procurement documents and records relating to the contract management of external consultants including administration to achieve agreed deliverables within set timeframes.
Role requirements/qualifications:
- Have extensive leadership and people management skills to inspire and guide a team
- Have sound influencing and negotiation skills and be able to develop effective relationships with a range of stakeholders including but not limited to insurers, state and territory governments, councils and the community
- Have a strong understanding of relevant government policy, legislative and financial frameworks including Commonwealth procurement and grant rules and guidelines
- Have solid oral and written communication skills to clearly advise and influence stakeholders and decision makers
- Experience in policy development and/or program management at Commonwealth, state or local government level
- Be able to show initiative, sound judgement, integrity and personal drive
- An understanding of disaster and climate management and the issues facing the Australian insurance market.
