National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum. 


NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
  • Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
  • Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Overview of the branch and section:
The Program Delivery Assurance and Evaluation Branch is comprised of three sections:

  • Evaluation and Insights
  • Administered Program Analysis, Reporting and Insights
  • Governance and Assurance.

 

The branch is responsible for providing independent, objective assessments to support delivery of and executive decision making for NEMA projects and administered programs.


Our role includes ensuring that the agency's programs are ready for evaluation and are evaluated regularly, analysis of documentation and data to provide quality assessments and insights of project and program performance and maintaining the enterprise level standards for project management and standardised project and program reporting.


The Governance and Assurance team (also referred to as the Enterprise Portfolio Management Office - EPMO) within the Program Delivery Assurance and Evaluation Branch is responsible for ensuring that the agency executive and governance forums receive unbiased reporting on the status, progress, issues and monitoring of the agency administered programs and portfolio of projects effectively.


In addition to supporting assurance, governance, monitoring and control across a traditional project landscape for the agency, the business function also has responsibility to track, monitor, report, and enable best practice for the agency’s administered programs which are delivered and reported on by the agency’s jurisdictional partners.


About the role:
Reporting to the Assistant Director, Program Liaison and Relationship Lead, the Program Reporting and Analysis Officer will be responsible for supporting reporting requirements for DRFA quarterly reporting (Treasury Budget Estimates and performance reporting), including core governance and assurance activities across the EPMO’s key client groups, including:

  • Reporting, risk management and analysis of the agency’s administered programs which are delivered and reported on by the agency’s jurisdictional partners
  • Reporting, assurance and governance processes run by the EPMO across a traditional project landscape of departmental projects lead within and by NEMA
  • Practice evaluation and capability uplift across project management and reporting functions
  • Management of agency jurisdictional partners Disaster Recovery Funding Arrangement (DRFA) quarterly Treasury Budget Estimates reporting
  • Manage DRFA quarterly performance reporting
  • Other duties as required to support the Program Liaison and Relationship Lead to meet objectives and outcomes of the EPMO.

 

At times staff within NEMA may be required to work outside of standard business hours, particularly during the higher risk weather season.

Specific duties/responsibilities:

  • Reporting, risk management and analysis of the agency’s administered programs which are delivered and reported on by the agency’s jurisdictional partners
  • Retrieving, analysing and reporting on data as required, including actively driving specific data analysis and reporting projects
  • Gathering and investigating information from multiple sources to liaise with stakeholders to provide advice and clarity on matters relating to the budget estimates process and to achieve greater compliance with the DRFA
  • Oversight of the DRFA reports and dashboards to ensure products generated are fit for purpose.

 

Role requirements and qualifications:
We are seeking a candidate with the following experience:

  • Research, problem-solving and attention to detail
  • Ability to collect and organise information and begin to identify gaps, risks, and issues
  • Willingness to engage with documents, data, and processes, ensuring accuracy and completeness
  • Possible experience in stakeholder engagement. Including ability and willingness to collaborate with multiple teams
  • Good oral and written communication skills including verbal and written communication that begins to articulate findings, recommendations, and draft reports
  • Engage with agency frameworks and processes on an operational level.
