National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum. 

 
NEMA works closely with States and Territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
  • Have officers located across Australia, working in partnership with States and Territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, State and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
  • Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Overview of the Branch and Section:

The position sits in the Governance & Coordination section in NEMA’s People Governance and Integrity Branch. The Branch is responsible for a range of functions including, enterprise planning and performance, governance, risk and audit, fraud and integrity and human resources, including employee engagement, conditions and wellbeing.

 

The Governance & Coordination team is responsible for supporting corporate governance structures and building a positive risk culture for NEMA. We work closely with key stakeholders to ensure the work of the Agency is planned, monitored and reported in a coherent and cohesive way.

 

We also support NEMA meet the expectations of the Minister’s office, engage with parliamentary and Cabinet processes, and meet the requirements of the Public Governance, Performance and Accountability framework.

 

About the role:

The role sits across our ministerial, parliamentary, Cabinet and legislative compliance functions. Your role will be responsible for coordinating matters, including working closely with stakeholders across the agency to ensure timeframes and deadlines are met. You will need to ‘get across the brief’ quickly to be able to provide timely and accurate advice on relevant function areas, including understanding when to escalate if necessary. While you will be a function lead for one or two key areas, as we are a small team with a breadth of duties, you may be asked to provide assistance across a variety of different processes.

 

You will be sitting in a dynamic and high performing team, and will have the established support of the Assistant Director to excel at work that is engaging, high profile and fast paced. You will have the opportunity to work closely with executives and have exposure to high priority work of the agency.

 

You will develop a strategic awareness of work being undertaken across the Agency and both executive and Ministerial priorities. You will use this strategic awareness to assist colleagues with understanding what is required for the successful delivery of NEMA business across function areas.

 
At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.


Our ideal candidate:

The successful candidate will become an integral part of enabling NEMA to deliver its policy and program mandate across the emergency management continuum.

 

We are looking for a candidate who has an eye for detail, as you will be supporting with the quality assurance of documents, but also able to prioritise strategically, as you will be managing a high volume workload of requests. We value an ability to learn quickly, ask questions, problem solve and jump in to assist where required.

 

An effective interpersonal manner and high level written and verbal communication skills will be important for success in this role, as your role will largely require effective communication and building relationships with key stakeholders to achieve our Agency’s objectives. We are looking for someone who is interested in being part of a high trust, high performing team.

 

Previous experience across ministerial, parliamentary, Cabinet or legislative compliance roles is not necessary to success in this role.

 Specific duties/responsibilities:

  • Develop and coordinate NEMA’s parliamentary workflow (including Senate Estimates, questions on notice and ministerial briefings), including through liaising and negotiating with Agency staff to ensure the effective handling of parliamentary records and delivery of relevant information
  • Coordination of timely and high quality briefings to support the Minister. This includes assisting with quality checking all ministerial submissions, briefs and correspondence in accordance with ministerial requirements
  • Coordination of Cabinet matters, including triaging, allocating and managing timely responses to requests for input into Cabinet processes
  • Coordinate agency responses to requests for information from various external stakeholders, including the Home Affairs Portfolio, other APS agencies, and international bodies
  • Provide professional support and training to Agency staff in managing ministerial and parliamentary processes, including through the delivery of support through a dedicated group mailbox.

  • Obtain and maintain a Baseline Vetting (AGSVA) security clearance
